Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; and three Support Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division for Technical Support; and the Office of Safeguards Analytical Services. The Division of Concepts and Planning is responsible for strategic planning, programme analysis and resource management for the Department and the development, design and standardization of safeguards concepts, approaches, procedures and training. The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities. The evolution of safeguards towards information driven safeguards has brought about challenging training needs for which a systematic approach to training (SAT) needs to be applied at the highest standard in order to successfully design, implement and assess a comprehensive training path for safeguards staff. The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion. |
Main purpose |
Reporting to the Team Leader, the Safeguards Training Officer manages, plans, develops, implements and evaluates training courses to meet identified training needs, both individual and Departmental, including formal training courses, workshops and on-the-job training, in both a technical and staff development oriented approach. He/she evaluates the cost-effectiveness of training and keeps abreast of new developments and trends in the field of safeguards approaches, verification techniques and equipment. |
Role |
The Safeguards Training Officer, in addition to being a trainer, is a technical adviser to inspectors at headquarters and in the field on safeguards equipment and techniques, and a specialist for training issues on new safeguards approaches, equipment and techniques and in the preparation of related procedures. |
Partnerships |
The Safeguards Training Officer is the point of contact on training courses implementation issues between the Training Section and the divisional training officers in the Department of Safeguards. He/she delivers training to the staff in the Department or to Member State SSAC staff in a customer-oriented approach. He/she is an expert for safeguards staff training projects developed and implemented through Member States Support Programmes (MSSPs). He/she provides and acquires from MSSP representatives necessary information for effective and efficient delivery of the project-related tasks. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 087*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
