Programme and Budget Specialist (P-3) - IAEA

The Division of Budget and Finance, part of the Department of Management, is responsible for the financial management of the IAEA and is divided into five sections. The Programme and Budget Section, one of the five sections, is divided into two units. Each unit is responsible for specific Major Programmes and participates in the timely and accurate preparation of the IAEA's results based programme and budget documents, as well as monitoring the day-to-day implementation of the budget. The Programme and Budget Specialist reports to the Head of one of the two units. Each unit team consists of 3 professionals and 3-5 support staff.

Main purpose

The Programme and Budget Specialist analyzes budget proposals for completeness, correctness and conformity with the programme guidelines; advises programme managers on the entire programme and budgetary process, from planning to implementation and reporting; provides guidance to programme managers to facilitate the implementation of the budget; and prepares financial reports.

Role

The Programme and Budget Specialist participates in budgeting and monitoring an assigned Major Programme(s) by analyzing and interpreting cost and programme data, preparing reports, coordinating and cooperating with programme managers to ensure the correctness of financial information and the consistent application of financial rules, regulations, policies and procedures.

Partnerships

Close relationships are necessary with administrative staff and programme managers to discuss interpretation and the correctness of Departmental proposals and to assist Departments during all phases of the programme and budget process. The Programme and Budget Specialist engages with the Unit Head and Section Head on the status of assignments, and builds strong relationships with other staff in the Division to review data and implement the programme and budget process, as well as with counterparts in other UN organizations for policy and best-practice comparisons.

Functions / Key Results Expected

Analyzes and documents the IAEA's business processes in respect to the programme and budget, with a particular focus on programme and budget preparation, in order to contribute to their streamlining and simplification. Maintains state of the art budgeting software applications and is involved with their upgrading, leveraging on the IAEA's AIPS/ERP (Agency wide Information System for Programme Support resource enterprise planning). Consults with and provides guidance and support to managers in all Major Programmes and relevant staff on the programme and budget process, including implementation, to ensure that guidelines, policies, rules and regulations are fully understood and correctly applied. Contributes back-up information and documentation for programme and budget briefings and for the compilation of various reports required by Member States, the external and internal auditor and other UN system organizations such as the CEB (Chief Executives Board for Coordination). Carries out any special studies and analyzis requested by supervisors with respect to budget related issues and make appropriate recommendations on the application of the results. Reviews the work of budget assistants for accuracy and correctness. Participates in the closure of accounts.

Knowledge, Skills and Abilities

Professional expertise: Effectiveness in interpreting existing financial policies and in developing new ones; Advanced computer skills, including ERPS, spreadsheets, budget preparation systems and database applications; Attention to detail. Strong analytical skills, including the ability to document, map and improve business processes in respect of programme and budget preparation and implementation. Leadership and management skills: Ability to provide technical leadership in overseeing the work of support staff; Demonstrated ability to establish priorities and to plan, coordinate and monitor his/her own work plan and those under his/her supervision. Proven communication skills, including the ability to prepare reports and conduct presentations on key issues by clearly formulating positions on issues, presenting options concisely while conveying the maximum necessary information, and making and defending recommendations. Proven interpersonal skills: Ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity; Ability to establish and maintain good relationships with managers and staff from different parts of the organization as well as with external counterparts.

Education, Experience and Language Skills

University degree in business administration, accounting or finance, or a closely related field. Advanced university degree an advantage. At least five years of working experience in budget including at the international level. Experience in results based budgeting, including in the development and tracking of performance indicators. Experience in the design, operation and upgrading of complex computerized budgeting systems. Accounting experience would be desirable. Fluency in both written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 812*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
