The Division of Budget and Finance, part of the Department of Management, is responsible for the financial management of the IAEA and is divided into five sections. The Programme and Budget Section, one of the five sections, is divided into two units. Each unit is responsible for specific Major Programmes and participates in the timely and accurate preparation of the IAEA's results based programme and budget documents, as well as monitoring the day-to-day implementation of the budget. The Programme and Budget Specialist reports to the Head of one of the two units. Each unit team consists of 3 professionals and 3-5 support staff. |
Main purpose |
The Programme and Budget Specialist analyzes budget proposals for completeness, correctness and conformity with the programme guidelines; advises programme managers on the entire programme and budgetary process, from planning to implementation and reporting; provides guidance to programme managers to facilitate the implementation of the budget; and prepares financial reports. |
Role |
The Programme and Budget Specialist participates in budgeting and monitoring an assigned Major Programme(s) by analyzing and interpreting cost and programme data, preparing reports, coordinating and cooperating with programme managers to ensure the correctness of financial information and the consistent application of financial rules, regulations, policies and procedures. |
Partnerships |
Close relationships are necessary with administrative staff and programme managers to discuss interpretation and the correctness of Departmental proposals and to assist Departments during all phases of the programme and budget process. The Programme and Budget Specialist engages with the Unit Head and Section Head on the status of assignments, and builds strong relationships with other staff in the Division to review data and implement the programme and budget process, as well as with counterparts in other UN organizations for policy and best-practice comparisons. |

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 812*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
