Organizational Setting

The VIC (Vienna International Centre) Medical Service serves the staff of the VIC-based organizations (VBOs), including the International Atomic Energy Agency (IAEA), the United Nations Industrial Development Organization (UNIDO), the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) and the United Nations Office at Vienna (UNOV). The VIC Medical Service is administered and operated under the IAEA's Division of Human Resources.

A fit workforce in an occupationally safe and healthy environment is required to carry out work effectively and the VIC Medical Service is essential in monitoring and promoting the health of the organizations' staff. The VIC Medical Service ensures that the UN Common System medical standards are maintained at the VIC, that the work environment satisfies ergonomic, as well as other requirements, and that it is reasonably free of health risks.

The 18 medical and administrative staff of the VIC Medical Service render services to approximately 3800 staff, as well as dependants of the organizations served.

Main purpose

Reporting to the Medical Director, the Medical Officer provides advice, counselling and treatment (including emergency treatment) towards improving the health of individual staff members; advises management on the health aspects of employment to furthermore optimize the health of staff in general, and gives medical opinions in individual cases.

Role

The Medical Officer is a general specialist with expertise in several medical areas relevant to the VMS, such as, clinical medicine, occupational health, emergency medicine, travel and tropical medicine, radiation protection and medico-legal issues; and a promoter of a healthy and safe work environment.

Partnerships

In addition to being a service provider, the Medical Officer establishes credibility as a voice of credible medical advice to senior management. Additionally, she/he engages with his/her counterparts in other UN organizations on standards and practices. He/she also collaborates extensively with local medical institutions and doctors.

Functions / Key Results Expected

  • Undertakes day-to-day clinical duties (periodical medical examinations, treatment, walk-in-clinic, immunizations, etc.) and advises staff.
  • Counsels staff on travel and preventive medicine.
  • Provides first aid and emergency treatment.
  • Refers staff to outside specialists, coordinates medical/administrative requirements with them and liaises with medical institutions in Vienna and elsewhere.
  • Leads and participates in health promotion activities.
  • Investigates occupational and environmental health problems.
  • Administers, as required and often in cooperation with more senior medical staff, medical clearances (fitness for duty), sick leave, medical evacuations, medical disability, medical insurance claims, etc.

Knowledge, Skills and Abilities

  • Professional expertise: Working knowledge of several of the following fields: occupational health, travel medicine, public health, acute care and radiation protection;
  • Analytical skills: Excellent analytical skills, including the ability to interpret medical information/data, summarize findings and as applicable to provide creative solutions.
  • Interpersonal skills:
    • Empathy, tact and discretion in dealing with patients;
    • Ability to establish and maintain good relationships within and outside the UN system and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Communication skills: Ability to present technical information to different target audiences in a clear and concise manner.
  • Management skills: Ability to handle administrative issues and to supervise staff.
  • Computer skills: Familiarity with standard IAEA software applications and working knowledge of an occupational health record system; IT proficiency in PowerPoint, Excel, data analysis and statistical software.

Education, Experience and Language Skills

  • Medical degree with current medical registration.
  • At least 7 years of relevant and progressively responsible clinical experience, including a minimum of 5 years at the international level.
  • At least 2 years of training and experience in occupational health.
  • Fluency in both verbal and written English and a good working knowledge of German essential. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 492*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
