IPPF European Network (IPPF EN) is currently seeking a dynamic and inspirational Resource Mobilization Officer for its Brussels based office.
The key results areas of this position are:
- Track donors and funding opportunities, both for regional office and MAs.
- Ensure that IPPF EN takes up resource mobilization opportunities to the greatest possible extent with sound proposals
- To increase the volume and sources of funding of the regional office and MAs through resource mobilization efforts.
The Resource Mobilization Officer is a member of the Regional Director’s team and works closely with the Senior Advisor, External Affairs and the Senior Communications Advisor.
The successful candidate will have previous experience in project development, proposal writing and donor tracking. Furthermore, a good knowledge of the donor sector in Europe (institutional, corporate, trusts and foundations); knowledge of the European NGO sector and basic knowledge of sexual and reproductive health and rights are requested skills for this position.
S/he will have an excellent command of written and spoken English.
Job Purpose
The Resource Mobilization Officer is responsible for ensuring that the EN Regional Office (ENRO) actively and effectively takes up all opportunities to increase its funding levels and expand its funding base. S/he also supports the resource mobilization of the IPPF EN member associations (MAs).

Key Tasks
Track/explore resource mobilization opportunities
- Establish and maintain a database of current and potential donors
- Coordinate the set up and regular updating of a project portfolio
- Explore all potential donors for IPPF EN Regional Office in the private and public sector
- Inform the Management Team about potential donor interests and follows up on action
- Inform Regional Office management of calls for proposals and send out alerts to MAs
- Ensure ENRO standard information for donors is up-to-date, including information in donor databases
- Liaise closely with the programme and Advocacy staff in order to be fully cognizant of IPPF EN programme direction, experience and explore opportunities for further development
Proposal writing and submission
- Coordinate the generation of project ideas based on calls for proposals and other funding opportunities
- Coordinate the drafting and submission of project proposals
- Keep track of project proposals submitted
- Identify consultants to support project proposal writing and other possible resource mobilization efforts
General
- Establish and maintain good relationships with IPPF Resource Mobilization team
- Provide technical support to MAs for resource mobilization in coordination with the Programme and Advocacy team, in accordance with the Regional Office annual programme budget and MA needs/requests
- Liaise closely with other teams in the Regional Office.

Edication & Qualifications
Bachelors degree in social science, business studies, economics or equivalent.
Professional Experience
Previous experience in project development, proposal writing and donor tracking.
Skills
Good knowledge of the donor sector in Europe (institutional, corporate, trusts and foundations); knowledge of the European NGO sector; basic knowledge of sexual and reproductive health and rights; excellent command of written and spoken English.
