REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) REGIONAL PROJECT: SOUTH WEST INDIAN OCEAN FISHERIES PROJECT FISHERIES SECTOR CONSULTING SERVICES TF NO.056039. PROJECT ID NO. P072202 EXPRESSIONS OF INTEREST The Government of Kenya has received financing, (on behalf of the Union of Comoros, Republic of Madagascar, Republic of Mauritius, Republic of Mozambique, United Republic of Tanzania, Republic of Seychelles and Republic of South Africa) from the International Bank for Reconstruction and Development (IBRD) acting as an Implementing Agency for the Global Environmental Facility (GEF) (hereinafter called “Grant”) toward the cost of South West Indian Ocean Fisheries Project (SWIOFP) and intends to apply part of the proceeds for specialist consultant services under the Component 5 of the project. The SWIOFP Component 5 (Mainstreaming biodiversity in national and regional fisheries management) deals with the interaction of fisheries and the environment in the West Indian Ocean (WIO). Included in the Component outputs are:
Production of biodiversity maps with baseline estimates of impacts on non-target species;
Developing of an action plan (as part of TDA/SAP process) to mitigate the impacts of fisheries on non-target species;
As part of this process a need has been identified to do a retrospective analysis of a number of key areas that will document and interpret the historical and current state of knowledge of these topics in relation to fisheries activities of the WIO. The SWIOFP now invites eligible consultants to indicate their interest in providing the above services by submitting an Expression of Interest (EOI). The EOI must provide information indicating that the applicant is qualified to perform the services and has in the past involved in providing such services. The consultant should have an advanced degree in marine science, with specialization relevant to the topic selected and in relation with fisheries management, with demonstrable years of relevant experience in a fisheries or marine research. Work experience in the biodiversity and fisheries would be an asset. Strong report-writing skills are required. The successful consultant may be required to travel to member countries in certain cases in order to liaise with government scientists to obtain relevant information. While English is the preferred language for this task, knowledge of Portuguese and/or French would be extremely useful as the many documents would in those languages.

(current edition). Interested consultants may obtain further information from the SWIOFP website (www.swiofp.net), or via e-mail to rmu@swiofp.net. Scope of Study Consulting services are now sought for the areas detailed in the table below with a view to provide the following review and assessment:
1. Assess the state of knowledge of the topic selected based on literature and identification of existing databases
2. Where existing databases have previously been analysed these should be illustrated and discussed.
3. Where database have not previously been analysed, a basic analysis of selected data should be undertaken to show trends. Any limitations of the data and analyses must be highlighted.
4. Provide metadata information and bibliographic information on all the dataset used in the study
5. Prepare a detailed Report under the following suggested headings: Introduction, Methodology, Review of available knowledge and information, Conclusions and Recommendations and any future that need to do to address the issues or gaps of information for management purposes.
