Main Purpose of Job:
Provide technical support to programs in identifying, assessing and building the capacity of local partners, and in using participatory community development and capacity building techniques in all aspects of the project cycle and ensuring the direct link between community and health facilities.

Main Duties:
1. Organize, lead, train and develop community groups (e.g., VHCs, School sanitation clubs, Traditional birth attendants) to deliver best practice advice and relevant trainings.
2. Closely monitor and lead the health education activity at health facilities, Churches and Schools
3. Promoting gender mainstreaming (taking in to account both men and women) in all aspects of the project cycle.
4. To file periodic work / action plans and performance reports of the individual and / or the project to the immediate supervisor as deemed necessary by the project management.
5. Establish appropriate linkage between all the community resource groups.
6. Timely reporting of any reportable diseases to the program office.
7. Organise periodic meeting with Village health committees, TBA’s, School s sanitation club and other community groups to support the realization of the program objectives
8. Organise and lead sanitation campaigns in health facilities, schools and market places in collaboration with the facility team, VHC’s, TBA’s and local authority
9. Provide input for program monitoring, evaluations, and proposal preparation at grass root level.
10. Work towards empowering community to recognize assets; plan, prioritize and implement hygiene and sanitation activities; facilitating community capacity building and institutionalization whenever appropriate.
11. Asses / identify the health, hygiene, water and sanitation problems of project areas (sites), (provide support to) document findings for intervention jointly with the project team.
12. Assist project staff in every way, and promote team works.
13. Identify need for, propose, (upon approval by concerned) organize and report back the proceedings of [internal] trainings, skill sharing forums/workshops for/with partners pertaining to his/her particular involvement and responsibility in the project;
14. Initiate innovative and community based participatory activities in line with project objectives, and work towards their implementation/ realization together with the project team.
Reporting:
To be accountable, give feedback and appropriate information regarding ongoing tasks to the person or department, for the duties he/she is carrying out.
Systems Compliance and Improvement:
• IRC-Sudan wide and Southern Sudan specific finance, logistics, IT, security, communications and human resource/administration policies and procedures.
• Any new procedures and guidelines designated in circulars from Deputy Country Representative and DDO.
Policy compliance – Mandatory Reporting Policy (MRP):
• Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the DCR. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers
• Play a key role in planning and rolling out training of and adherence to MRPs in coordination with the MRP focal team/person within country program.
Confidentiality:
• Ensuring the non disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
Note: The role of the Hygiene/community development officer cannot be limited to the specific duties and tasks detailed herein. The success of the IRC’s humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, the Hygiene/community development officer will be required to manage all unforeseen issues and circumstances and remain flexible to perform other duties, as and when required.
