SCOPE
The primary objective of this position is to provide services and deliverables to the Tanzania MoHSW and CDC Tanzania
on the maintenance and sustainability of the Tanzania FELTP.
RESPONSIBILITIES
a. Serve as focal point and liaison between MUHAS, MoHSW, CDC-Tanzania, and AFENET on implementing the Lab
Track of the Tanzania Field Epidemiology and Laboratory Training Program (TFELTP).
b. Acts as a Liaison with CDC Atlanta regarding technical aspects of the program to ensure that TFELTP program
benefits and follows lessons learned from HQ.
c. Acts as a mentor to the TFELTP laboratory fellow
d. Provide expert assistance to MoHSW and advice to facilitate the implementation of the Lab Track of TFELTP.
e. In collaboration with the Field Coordinator, prepare field sites for FELTP Lab Track resident site placements, including
training and follow-up.
f. Work with the National Reference Laboratory to strengthen laboratory support for the surveillance of infectious,
zoonotic and chronic diseases, and detection of outbreaks through human capacity development within Tanzania.
g. Provide consultation to assist National Reference Laboratory with planning and implementation for laboratory system
strengthening activities, in supporting field epidemiologic investigations and surveillance.
h. Serve as supervisor for applied field projects of laboratory participants in the TFELTP.
i. Serves as a technical advisor in all aspects of project implementation, including support for communicable and non
communicable diseases surveillance; and as an advisor to short courses for mid career development of laboratorians
j. Prepare technical and periodic reports on projects and training efforts under the FELTP and materials for marketing
of the program both within the country and internationally.
k. Work closely with the National Reference Laboratory at the national, region and district levels, and other institutions
to support bilateral CDC-Tanzania programs.

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED
• The educational requirement is a degree in health sciences with a major laboratory component
• Post graduate training through a field epidemiology training program or the Epidemic Intelligence Service is an
added advantage.
• A Master degree with extensive experience in running international public health training, or a doctoral degree in
laboratory or related field is highly desirable.
Prior Work Experience
1. At least 5 years of work in clinical or public health laboratory setting, preferably microbiology.
2. Experience in training laboratory scientists and technicians.
3. Experience in developing laboratory curriculum and in managing operations in a clinical or public health
laboratory is required.
4. Experience in planning and policy development is highly desirable.
5. Experience in an international setting will be an added advantage.
Knowledge
1. Knowledge of clinical laboratory sciences theory and technology with an in-depth knowledge of laboratory quality
management systems, regulations and standards that impact laboratory practice, and other fields for which the
employee has consultative responsibilities.
2. Knowledge and expertise in applied public health laboratory surveillance and networks.
3. Knowledge and expertise in clinical microbiology bench work.
4. Knowledge of the complexities of laboratory training and the ability to identify and evaluate training opportunities
as they appear in the scientific literature in order to plan development of appropriate training strategies and
products.
5. Knowledge of the Tanzanian Ministry of Health and public health laboratory services highly preferable
Skills and Abilities
• Skills necessary to write clear, concise documents, reports, technical papers, and contracts, as well as
instructional materials are absolutely critical.
• Skills in applied and theoretical training and adult education methodologies.
• Proven experience in editing and developing scientific articles.
• Ability to analyze and evaluate a variety of data and train others in data description and analysis.
• Computer proficiency (MS WORD, Excel, and Internet) is required; Epi-Info is preferred.
• Ability to work effectively as a team member in an established culturally diverse environment.
• Ability to establish effective working relationships with governmental officials.
