SCOPE: Headquartered in Kinshasa, with provincial bases in the Capital, Bukavu, Goma, Kisangani, Kananga, and Lubumbashi, the IRC is one of the largest NGOs in the Democratic Republic of the Congo (DRC). The IRC has been working in the DRC since 1996, initially providing a range of life-saving support to displaced and war-impacted communities.
IRC’s health portfolio in the DRC represents an integrated programme of primary health care support, including reproductive health, to Ministry of Health structures covering 24 health zones in 6 provinces of the DRC.
The IRC seeks a senior health professional to provide leadership and coordination to the health programs as the Director, Health Programs (DHP). She/He will be responsible for providing overall technical support and guidance to the IRC National Health Team and to the Provincial Coordinators and their teams in the implementation of the Health program across the DRC. She/He will ensure that Health Programs are developed and implemented according to the IRC Global Health Strategy, the Country Strategy Plan and in accordance with the IRC Program Frame work.
The DHP will work with the supervision and guidance of the Director of Programs. She/He will receive technical backstopping from the IRC Health Unit, through the support provided by the Director of Health Systems and other Senior Technical Advisors.
RESPONSIBILITIES: Leadership and policy • Provide leadership and strategic vision on health policies and programs, policies, and, ensuring consistent, technically sound and appropriate implementation of IRC programs. • Identify strategic needs that are not being addressed by current health programs and act as the focal point in the development of new health projects, in consultation with the Country Management team, IRC technical staff, and with community members. • Ensure that the policies and strategies applied by IRC are consistent with evidence-based public health and best practices and, to the degree feasible, with the guidelines developed by the Ministry of health.
• Work with the Field teams to ensure that the Health programs are implemented in conformity with the IRC Program Framework promoting protection of rights, participation, capacity building, partnership and holistic programming. • Ensure that IRC health project implementation promotes strengthening of local health systems, including capacity building of local communities, local NGOs, Community Based Organizations, and government staff and agencies. Coordination and representation • Ensure that IRC staff actively contributes to effective coordination with other NGOs, UN agencies and national authorities, through joint assessments and plans, meetings and field missions, and use of standardized tools and resources. • Ensure technical representation of IRC with stakeholders, including MoH, donors, UN agencies, national and International NGOs in relevant fora and meetings. • Meet with donors regularly as required to inform them on progress in program implementation and advocate for their support to current and future activities. Technical supervision • Provide technical backstopping and supervision to the IRC health staff at national and provincial level, in program design, development, implementation, monitoring and evaluation and reporting, ensuring that IRC programs are of high quality and in compliance with accepted standards and best practices. • Oversee the Deputy Health Director in the monitoring of work plans, ensuring that activities reflect the commitments IRC made to the donor and the community Monitoring, evaluation and research • Oversee the monitoring and evaluation of IRC health programs, through regular analysis of data, supervision and review of program activities. Ensure that monitoring and evaluation feed into programs and contribute to their improvement. Ensuring timely and constructive feedback to field staff and partners. • Provide technical support to the Deputy Health Director to ensure the production of good quality, timely and complete information to donors for on-going health projects, including meeting donor reporting requirements.
• Ensure that IRC health programs and activities are properly documented and contribute to the organization institutional learning and to the advocacy on behalf of beneficiaries and the communities with which we work. • Contribute to identifying issues that require operational research, defining questions to be studied and developing technically sound protocols and TOR for conducting research activities. Management • Manage effectively the IRC human resources in country and link to available resources like the HQ Health Unit to ensure the highest possible staff performance and program quality and contribute to IRC’s institutional capacity. • Ensure that a system is in place for regular performance assessment of staff, including providing technical support and opportunities for development. • Assess the technical gaps of the IRC staff and promote formal and in-service training • Ensure standard induction and orientation procedures for new health staff • Contribute to the interviewing, and applicant selection, including consultants. • Promote professional working relationships and resolve staff conflicts and concerns in a timely manner. • Collaborate with the Director of programs, Director of Operations, Financial Director and Country Director to the financial management of the health program; overseeing the Deputy Health Director in the preparations of budgets, review of BVAs, issue of Purchase Requests, financial accounting etc.
REQUIREMENTS: • Medical Doctor with an advanced degree in Public Health. • At least ten years of experience managing health programs, preferably in a conflict or post-conflict environment, preferably in Africa, • Previous IRC management experience preferred • Proven track record of successfully managing large-scale health programs • Experience supervising national and international staff in an insecure complex emergency setting. • Strong management, assessment, project planning, organizational, interpersonal, and communication skills. • Previous experience in designing and managing a staff capacity building program • Fluent spoken and written French, able to understand, communicate and work in English • Culturally sensitive, with the ability and interest to identify and work with a multi-ethnic team • Strong computer skills: must be competent in Windows MS office programs (Word, Excel), email and database experience.
