ETENDUE

International Rescue Committee (IRC) est l’un de plus grands fournisseurs d’aide et d’assistance en développement en République Démocratique du Congo (RDC) avec un budget annuel d’environ 80 millions USD et plus de 900 employés. Dans sept provinces de la RDC, l’IRC exécute des programmes dans les secteurs de la santé, de la gouvernance et du développement communautaire, de la protection et la responsabilisation des femmes, de l’éducation, et des réponses aux urgences grâce à un réseau de neuf bureaux de terrain et une gamme de partenariats institutionnels et communautaires.

Le portefeuille de santé de l’IRC en RDC est un programme intégré de soutien aux soins de santé primaires, y compris la santé de la reproduction, aux structures du Ministère de la Santé couvrant 57 zones de santé dans 5 provinces de la RDC.

L’IRC cherche un Coordinateur des Communications du Changement de Comportement (BCC) en vue d’élaborer des stratégies communautaires en collaboration avec les agents du Ministère de la Santé suite à la demande croissante, rapide et continue des comportements de santé dans les zones de santé soutenues par l’IRC et d’appliquer les outils et stratégies récemment élaborés au programme de l’IRC. Il (elle) sera chargé du soutien technique et de guidance aux équipes de santé provinciales dans le cadre des programmes de l’IRC en matière des soins de santé primaire.

Le Coordinateur BCC travaillera sous la supervision et guidance du Directeur des programmes de santé. Il recevra l’appui technique du service de santé de IRC .

RESPONSABILITES

  • Travailler avec les équipes de santé de la zone du Ministère de santé et des agents de l’IRC en vue d’élaborer des stratégies de communication pour augmenter les comportements de santé clé sélectionnés du Ministère de la santé qui ont été identifiés par des méthodes de recherche participative, tout en assurant de l’inclusion des femmes et des groupes vulnérables.
  • Contrôler l’exécution des stratégies en vue d’un changement effectif des comportements aux niveaux tant individuel que communautaire.
  • Etablir des normes minimum et harmoniser les activités BCC de l’IRC, y compris des descriptions des taches standards, un paquet de formation minimum et des matériaux IEC standards.
  • Renforcer les capacités des agents de l’IRC, des équipes de santé des zones, du personnel du centre de santé, et des travailleurs communautaires en vue d’élaborer et assurer le programme BCC.
  • Collaborer avec les autres membres du personnel de l’équipe de santé pour s’assurer que BCC est intégré dans les services santé curatifs et en contrôlant et évaluant les activités générales de santé.
  • Contribuer aux autres résultats du plan stratégique du Secteur de la Santé comme convenu mutuellement par le superviseur.
  • Collecter les autres outils élaborés par les autres acteurs de santé non gouvernementaux qui renforcent BCC, créer un catalogue de ces matériaux qui serait disponibilisé aux équipes de santé, et donner priorité au bon travail des autres groupes qui peut être facilement appliqué aux programmes de l’IRC.
  • Elaborer une stratégie BCC annuelle avec chaque équipe provinciale qui va ensuite faire partie de toute une stratégie BCC nationale de l’IRC RDC.

CONDITIONS

  • Diplôme de Maîtrise en Santé Publique ou en une autre discipline équivalente de santé ou de communication dans le changement de comportement.
  • Au moins 5 ans d’expérience dans la programmation BCC, de préférence, dans un environnement en conflit ou post conflit, de préférence en Afrique.
  • Expérience dans l’exécution de BCC dans le contexte de FP/RH/MCH/Malaria au niveau communautaire.
  • Une expertise technique avérée dans l’élaboration, le contrôle et l’évaluation des stratégies BCC en utilisant les méthodes participatives.
  • Parler et écrire couramment le Français, être capable de comprendre, communiquer et travailler en Anglais
  • L’Expérience de la RDC est un avantage
  • Une attitude flexible au travail : capacité d’être flexible mais concentré et fiable dans un environnement des demandes changeantes.
  • Culturellement sensible, avec la capacité et l’intérêt d’identifier et de travailler avec une équipe multiethnique.
  • De fortes compétences en l’ordinateur : doit connaître les programmes de Windows MS Office (Word, Excel), e-mail et l’expérience de la base des données.

SCOPE:
The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo with an annual budget of approximately US$ 80 million and over 900 staff. In seven of DRC’s provinces, IRC implements programs in the sectors of health, governance & community development, women’s protection & empowerment, education, and emergency response through a network of nine field office and a range of institutional and community partnerships.

IRC’s health portfolio in the DRC represents an integrated programme of primary health care support, including reproductive health, to Ministry of Health structures covering 57 health zones in 5 provinces of the DRC.

The IRC seeks a Behavior Change Communications (BCC) Coordinator to develop community-based strategies in collaboration with Ministry of Health (MoH) staff for increasing demand, uptake and sustained healthy behaviors in IRC supported health zones and to apply currently developed tools and strategies to IRC programming. She/He will be responsible for technical support and guidance to the IRC provincial health teams as well as MoH health zone staff in the design, monitoring, and evaluation of BCC strategies within the framework of IRC primary health care programmes.

The BCC Coordinator will work with the supervision and guidance of the Director, Health Programs. She/He will receive technical backstopping from the IRC Health Unit.

RESPONSIBILITIES:

  • Work with the MoH zonal health teams and IRC staff to develop communication strategies to increase selected MoH key health behaviors identified through participatory research methods, ensuring inclusion of women and vulnerable groups
  • Oversee implementation of strategies to effectively change behaviors at individual and community levels
  • Establish minimum standards for and harmonize IRC’s BCC activities, including standard job descriptions, minimum training package and standard IEC materials
  • Build capacity of IRC staff, zonal health teams, health center staff, and community workers to develop and deliver BCC programming
  • Collaborate with other health team staff to assure BCC is integrated into curative health services and monitoring and evaluation of general health activities
  • Contribute to other Health Sector strategic plan outputs as mutually agreed with supervisor.
  • Amass tools developed by other non-governmental health actors that strengthen BCC, create a catalog of these materials to be accessible to the health teams, and prioritize the successful work of other groups that can be easily applied to IRC programs.
  • Create an annual BCC strategy with each provincial team that will then feed into an overall National BCC Strategy for IRC-DRC.

REQUIREMENTS:

  • Masters degree in public health or other relevant health or behavior change communications discipline
  • At least 5 years experience in BCC programming, preferably in a conflict or post-conflict environment, preferably Africa
  • Experience with implementing BCC in the context of FP/RH/MCH/malaria at the community level
  • Demonstrated technical expertise in design, monitoring, and evaluation of BCC strategies using participatory methods
  • Fluent spoken and written French, able to understand, communicate and work in English
  • Experience in DRC a plus
  • Flexible work attitude: the ability to be flexible and yet focused & reliable in an environment of changing demands;
  • Culturally sensitive, with the ability and interest to identify and work with a multi-ethnic team
  • Strong computer skills: must be competent in Windows MS office programs (Word, Excel), email and database experience.
