Job Summary
CHF International is seeking qualified applicants for Monitoring and Evaluation Officer for a USAID OFDA funded livelihoods program in Central and Eastern Equatoria. The program goal is to create favorable, food secure economic environment that facilitates livelihoods restoration and self-reliance for returnees and host communities. The program is composed of three areas which include Agriculture and Food Security, Economic Recovery and Market Systems and WASH. The M&E officer will be primarily responsible for designing surveys, program monitoring, reporting and evaluation to ensure accurate recording and measurement of progress toward program goal. Accuracy, precision and attention to detail are essential.
Essential Tasks and Responsibilities:
• Develop and manage M&E system to effectively capture and report on all project deliverables
• Create evaluation frameworks including specific methodologies to conduct project evaluations
• Devise and put in place, with assisatance from the PM, additional methods for verifying program activities – by visits, spot checks, reports from authorities, pictures, etc.
• Lead the collection and collation of accurate numbers of beneficiaries from program staff in the field from across all fields.
• Deliver M&E training and technical assistance to USAID implementing partners to ensure the quality of their reporting.
• Assist in the design of data collection and reporting tools
• Work closely with key technical and program staff of other projects to ensure that all activities and outputs are linked to objectives
• Train program staff and sub-grantees on data collection
• Conduct frequent field visits to program sites for monitoring and tracking of program activities
• Compile monthly and quarterly reports and contribute to quarterly reports to USAID
• Manage the timely and regular development of program success stories
• Perform any other duties as required by your supervisor.
Required Skills:
• Technical understanding of economic development, agriculture and/or food security and WASH issues
• Ability to design and track indicators to measure performance in these areas
• Strong data collection, analysis, and report writing skills required
• Excellent computer skills (word-processing, spreadsheets, and databases) are required
• Ability to work independently and meet deadlines yet effectively carry out program activities with other CHF projects being implemented.
• Ability and willingness to travel to the field on a regular basis and provide timely feedback
• Ability to work long hours in difficult situations
• Strong oral written communication skill in English and Juba Arabic
Work Experience
• Minimum of five years in monitoring and evaluation of humanitarian aid programs preferably in agriculture, food security, economic recovery and WASH
• Demonstrated ability to manage, mentor and coach colleagues on data collection
• Experience with monitoring and evaluation of USAID funded projects
Education
• Bachelor Degree in social sciences, development economics, statistics or related field
Must be a Sudanese to be considered.
