Coordinateur de santé / Health Coordinator

Fondée en 1933 à la demande d'Albert Einstein, l’International Rescue Committee (IRC) est l'un des plus importants organismes humanitaires au monde. L’IRC vient en aide, prévoit des mesures de réadaptation et apporte un appui en matière de reconstruction au lendemain d'un conflit aux victimes d'oppressions et de conflits violents. Au travail dans plus de 26 pays, l'IRC s'engage à la liberté, la dignité humaine et de l'autonomie.

HISTORIQUE:
Suite à la tragédie du génocide de 1994, l’International Rescue Committee (IRC) a lancé un programme au Rwanda. Au début, la priorité était des interventions d’urgence et de secours, passant ensuite à un programme après-guerre.

En septembre 2011, le programme IRC Rwanda complète le programme d’incidence étendue sur la survie des enfants (Expanded Impact Child Survival Program – EIP), financé par l’USAID. Le programme d’incidence étendue sur la survie des enfants a permis de développer les capacités du personnel du Ministère de la santé (Ministry of Health - MoH) aux niveaux du district et du centre de santé, afin de mettre en place une gestion intégrée de stratégie des maladies de l’enfance, pour traiter la malaria, la diarrhée, la pneumonie et la malnutrition à un niveau communautaire. Depuis longtemps, l’IRC est également présente dans le secteur de la nutrition. A partir de septembre 2011, le programme de santé de l’IRC Rwanda réduira sa portée géographique à uniquement deux districts, Ngoma et Kirehe, dans lesquels elle a été impliquée depuis de nombreuses années. Elle continuera à soutenir la santé et les centres de santé de la communauté, grâce à des formations des travailleurs de la communauté. L’IRC se concentrera plus sur le développement des capacités au niveau du district et au niveau national, afin de permettre un retrait progressif du programme, fin 2012.

PORTEE DES ACTIVITES:
Le coordinateur santé au Rwanda sera responsable en dernier ressort de la mise en place de la coordination du programme de santé existant, tout en s’efforçant d’étendre les programmes de santé de l’IRC Rwanda.

Développement du projet/Qualité du programme

  • Point focal du développement de nouvelles propositions du programme d’IRC Rwanda. Travaille avec les Responsables et le comité directeur, le coordinateur des programmes du pays, le Directeur pays, l’unité de santé de l’IRC, ainsi qu’avec les membres de la communauté, afin de développer les projets.
  • Travaille activement à la recherche de nouvelles opportunités de financement pour le programme de santé de l’IRC au Rwanda, soutenu par le Directeur pays, le Directeur du programme de l’IRC Rwanda et l’unité de santé.
  • S’assure que les programmes de santé de l’IRC Rwanda sont conformes aux réglementations du Ministère national de la santé et aux normes des programmes de santé de l’IRC dans le monde entier.
  • Défend une approche holistique dans le cadre des projets de santé de l’IRC, conformément à la structure du programme de l’IRC, et mobilise les partenaires pour qu’ils s’impliquent.

Suivi et évaluation

  • Prépare la collecte des données, le contrôle qualité et les systèmes de suivi et d’évaluation pour le programme de santé au Rwanda, suivant les normes et les procédures de l’IRC et du Ministère de la santé.
  • Contrôle les indicateurs du projet et fournit, dans les délais, un retour de l’information au terrain et aux partenaires.
  • Organise et facilite les revues trimestrielles de la performance du programme et contrôle la mise en place des plans c’actions et diffuse les leçons apprises.

Développement des capacités

  • Fournit un mentorat et une formation au personnel de santé de l’IRC Rwanda.
  • S’assure que la mise en place des projets de santé de l’IRC permet le développement des capacités des communautés locales, du Gouvernement et des institutions non-gouvernementales, ainsi que des ONG locales, constitue l’une des stratégies permettant la durabilité.
  • Soutient les efforts de développement des capacités du Ministère de la santé dans le but d’améliorer la qualité des programmes de l’IRC au Rwanda.

Représentation

  • Représente le programme de santé de l’IRC Rwanda dans toutes les réunions sur la santé au niveau national (réunions de partenaires, donateurs et du gouvernement), et à l’international, afin de suivre les directives du Directeur pays et de l’unité technique de la santé du siège social.
  • Entretient de bonnes relations et une excellente communication avec les autorités de santé, au niveau local et national afin: a) de s’assurer que les programmes de santé de l’IRC répondent les réglementations de santé nationales et les informent et b) de pouvoir être informé et coordonner, avec le Ministère de la santé, les opportunités potentielles de partenariat.

Gestion des ressources humaines

  • Supervise le travail des Responsables du programme de santé de l’IRC Rwanda.
  • Donne un retour de l’information aux dirigeants/Responsables de santé et effectue une revue et une évaluation des performances de gestion des Responsables de santé.
  • Travaille avec le département des ressources humaines pour le recrutement d’un nouveau personnel de santé, le cas échéant.

Gestion des subventions, rapports du programme et gestion du budget

  • Coordonne les rapports et les modifications du programme de santé, avec la participation du Directeur pays et de l’unité technique de santé avant de soumettre les rapports aux donateurs.
  • Assure que tous les rapports répondent aux standards des donateurs et de l’IRC et que les subventions sont rapportées dans les délais.
  • Soutien la budgétisation des nouvelles propositions et supervise les rapports financiers.

Exigences:

  • Maîtrise ou niveau équivalent en santé publique ou autres domaines correspondants
  • Au moins 3 ans d’expérience dans la coordination/gestion des programmes internationaux de santé
  • Compétences démontrées de l’expérience auprès des ministères, du gouvernement et des relations avec les donateurs
  • Bonne expérience dans le développement des capacités du personnel local
  • Aptitudes au travail en équipe
  • Expérience du développement, du suivi et de l’évaluation de programmes
  • Capacité à rédiger en anglais des rapports et des propositions ; Français parlé

BACKGROUND:
The International Rescue Committee (IRC) launched the Rwanda program following the genocide tragedy of 1994. At the early stage, the focus was on emergency and relief interventions, shifting afterwards to post conflict development programming.

The IRC Rwanda program is completing a USAID funded Expanded Impact Child Survival Program (EIP) in September 2011. The Expanded Impact Child Survival Program has worked to build the capacity of Ministry of Health (MoH) staff at district and health center levels to implement an integrated management of childhood illness strategy to address malaria, diarrhoea, pneumonia and malnutrition at community level. IRC has also had a long-standing presence in the nutrition sector. After September 2011 the IRC Rwanda health program will reduce it geographic scope to only two districts, Ngoma and Kirehe, in which it has been involved for many years. It will continue to support community health through trainings of community health workers and support to health centers. Focus will shift to more capacity building at the district and national level to allow a phase out of the program at the end of 2012.

SCOPE OF WORK:
The Health Coordinator in Rwanda will be ultimately responsible for coordinating implementation of the existing health program while striving to expand IRC Rwanda health programs.

Project Development/Program Quality

  • Focal point for the development of new health proposals for IRC Rwanda program. Work with the Managers and officers, the Country Programs Coordinator, Country Director, IRC Health Unit and with community members to develop projects.
  • Actively seek new funding opportunities for the IRC health program in Rwanda, supported by the Country Director, the IRC Rwanda Program Director and the Health Unit.
  • Ensure that IRC Rwanda health programs are in coherence with national Ministry of Health policies and the IRC worldwide health programming standards.
  • Promote a holistic approach within IRC health projects, in line with the IRC’s Program Framework and mobilize partners for their involvement.

Monitoring & Evaluation

  • Prepare data collection, quality control and monitoring and evaluation systems for the health program in Rwanda following IRC and the Ministry of health standards and procedures.
  • Monitor project indicators and provide timely feedback to the field and to partners.
  • Organize and facilitate quarterly program performance reviews and monitor the implementation of action plans and disseminate lessons learned.

Capacity Building

  • Provide required mentorship and training to IRC Rwanda health staff.
  • Ensure that the implementation of IRC’s health projects promotes capacity building of local communities, Government and non Government institutions and local NGOs as one of the strategies aiming at sustainability.
  • Support the Ministry of Health capacity building efforts intended to enhance the quality of IRC programming in Rwanda.

Representation

  • Represent the IRC Rwanda health program at all relevant health meetings at national level (partners, donors and government meetings) and at international fora following the guidance from Country Director and HQ health technical unit.
  • Maintain good relationships and communication with local and national level health authorities to: a) ensure that the IRC health projects meet and inform the national health policies and b) be informed and coordinate with the Ministry of Health regarding potential partnership opportunities.

Human Resources management

  • Supervise the work of IRC Rwanda health related program managers.
  • Provide feedback to health managers/health senior staff and conduct performance management review and evaluation for the health managers.
  • Work with the human resource department on the recruitment of new health staff as needs arise.

Grants management, program reporting and budget Management

  • Coordinate health program reporting and editing, with input from the Country Director and Health Technical unit prior submission of the reports to donors.
  • Ensure that all reports meet donors and IRC reporting standards and grants reporting timelines.
  • Support the exercise of budgeting for new proposals and review financial reports.

Requirements:

  • Master’s degree or equivalent in public health or other related fields
  • At least 3 years experience in coordination/management of health international programs
  • Proven skills in working with ministries, Government and donor liaison
  • Good experience in local staff capacity building
  • Team building skills
  • Program development, monitoring and evaluation experience
  • Able to write reports and proposals in English; spoken French.
