Under the general guidance of the Deputy Representative, you will be responsible for the development, planning, implementation, monitoring and evaluation of the Communication for Development programme within the country programme.
Qualification:
Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.* Eight years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes. Fluency in English and a second UN language required. Knowledge of the local working language of the duty station is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Participates with UNICEF/government/and other partners in the development of policies, strategies, methodologies and identification of new approaches for improving programme delivery, with emphasis on advocacy, community participation, communication for behaviour and social change, including social mobilization/community engagement for demand creation for and access to quality services.
Ensures the preparation of the Situation Analysis and its periodic update. Formulates Communication for Development programme goals and objectives and develops strategies. Supervises preparation of the sectoral inputs to the Country Programme Recommendation and related documents, such as the Plan of Operation, and annual Plan of Action, Country Programme Recommendation (CPSS), Programme Summary She (PSS), etc.
Provide technical guidance on C4D and participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors assigned activities.
Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes/projects in coordination and collaboration with government and other partners. Mobilise resources with donors and partners as and when required.
Provides technical support to government and non-governmental organizations at the national, regional and local levels in the planning, development and implementation stages of the programmes/projects. Plans, organizes and conducts training and orientation activities for government personnel, partners and beneficiaries, for the purpose of capacity building on communication for development including emergency preparedness and response for C4D intervention at the central and regional levels, aiming at creating demand for and access to quality services and behaviour change/development.
Undertakes field visits, surveys and formative researches in order to monitor and evaluate programme implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.
Develops the workplan for Communication for Development and monitors compliance to ensure objectives and targets are met and achieved. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and accountability, and that activities are within established plans of action, and the programme budget allotments.
Coordinates activities and exchanges information/ideas with other programmes (within UNICEF and outside the organisation), to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials, tools and strategies to support advocacy, community participation and communication for behaviour and social change interventions.
Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. And coordinates preparation of Communication for Development proposals and reports.
