Reporting to the Senior Health Specialist (CNEH Unit), Health Section, you will provide policy, technical and programming guidance for the scaling up and quality assurance of UNICEF’s work on treatment and care of HIV in children within the broader context of management of childhood illnesses with a focus on interventions that can be delivered in health facilities including strengthening linkages with community-level services, referral and quality of care. This will involve the planning, management, technical support and monitoring of all UNICEF inputs for this effort at global level, as well as coordinating programme scale up efforts in this area. You will be responsible for keeping abreast of research and experience in the field of integrated case management of child illness at the facility level and will provide policy and technical guidance to HQ colleagues, regional advisers and country level staff. You will also be responsible for strengthening partnerships with relevant partners in the areas of pediatric HIV care, support and treatment in the context of integrated case management for child illness at the facility level, as well as coordinating efforts with UNAIDS Secretariat and WHO and other co-sponsors.
Qualification:
Advanced university degree in public health or related technical field. Paediatric training or training in care, support and treatment for children with HIV/AIDS is an added asset.* Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in the area of integrated case management of childhood illness, including HIV/AIDS, or a related field. Experience with facility based childhood treatment, referral and quality of care is an added asset. Fluency in English and a second UN language required. Knowledge of the local working language of the duty station is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Regional/Country Support: Supports and provides technical guidance to UNICEF Regional and Country offices in their engagement with government and other partners in the development of strategies, methodologies, and identification of new approaches for improving program delivery. Promotes approaches which integrate HIV care at the facility level into maternal, newborn and child survival strategies and programming, improves referral and linkages with community-level services and strengthens quality of care. Reviews and evaluates the technical, institutional, and financial feasibility and constraints of maternal and child health programmes with special focus on pediatric HIV and integrated management of childhood illnesses at the facility level in collaboration with Government and other partners. Undertakes field visits and surveys in order to monitor and evaluate programme implementation. Identifies problems and proposes remedial action End Results: • Up-to-date compilation of evidence-based strategies for strengthening HIV care at the community level. • Programming tools for country level application of pediatric HIV care and integrated management of childhood illness performance improvements.
Technical/Policy Work: Supports the development of training materials on technical and management issues related to integrated case management of childhood illness, including referral, quality of care and linkages between facility and community-level treatment. Promotes innovation and supports operational research on programmatic implications of providing integrated case management of childhood illness, including care, support and treatment for children with HIV/AIDS. Contributes to the development of the relevant component of the work plan for the sector and monitors compliance to ensure objectives and targets are met and achieved. End Results: • Increased UNICEF commitment to and capacity on improving integrated case management of childhood illness, including treatment for children with HIV/AIDS.
Representational – Partnership Work: Liaises with WHO, Government, UNAIDS co-sponsors, and other partners in the development of new strategies and approaches to providing for integrated HIV care, support and treatment to children within the context of maternal and child health and survival and represents UNICEF in meetings with senior government officials as well as multi-lateral and bi-lateral agencies, to advocate and promote UNICEF programme goals and objectives, and communicate with major partners on organizational priorities. Provides leadership within the IATT on pediatric HIV on programming aspects related to integrated care, support and treatment. End Results: • Coordinated partner support to regional and national efforts on pediatric HIV management performance • Successful leveraging of donor resources and increased country level funding availability to improve child health management performance
M&E Reporting: Supports fund-raising activities and subsequent reporting to donors. Coordinates development and implementation of monitoring and evaluation systems specific to integrated pediatric HIV care and treatment, referral and quality of care, including indicator development and systems to collect report and use data for improved planning and service delivery. Provides guidance in exchange and dissemination of information, including consultations, peer-reviewed articles on relevant topics on integrated pediatric HIV/AIDS care and treatment, referral and quality of care, particularly with regard to generating new evidence, sharing lessons learned and monitoring progress. End Results: • Improved monitoring and reporting of UNICEF activities and projects on pediatric HIV care and treatment. • Country experiences and lessons learnt documented and disseminated for wider application
