The International Center for AIDS Care and Treatment Programs (ICAP) South Africa is a programme of the Mailman School of Public Health at Columbia University in New York City. The ICAP-South Africa programme provides technical and capacity-building support to strengthen the Department of Health. ICAP-South Africa receives funding from the US Government (USG) through the Centers for Disease Control and Prevention (CDC). In collaboration with the DoH, ICAP-South Africa seeks to enhance DoH stewardship and capacity to accelerate expansion of access to HIV prevention, diagnostic and care and treatment services and mitigate the impact of the HIV epidemic. It also seeks to enhance the capacity of communities to mitigate the impact of HIV infection. ICAP-South Africa is based in Johannesburg and works in two provinces of South Africa: Northern Cape and Free State.
Associate Director for Finance and Administration

Under the supervision of the Country Director, the Associate Director for Finance and Administration will manage the budget and all administrative functions of ICAP-South Africa. The incumbent will supervise all finance and administration staff.
Duties and responsibilities:
l Responsible for all financial procedures and records, including but not limited to: * Ensuring adherence to ICAP Standard Operating Procedures (SOPs) including, but not limited to, cost-effective procurement processes * Checking all payments to ensure they are valid, reasonable and allocable to the respective grants * Maintaining accurate book of accounts * Preparing monthly financial reports and reconciliations
l Assign and distribute fiscal responsibilities, in consultation with the Country Director, to finance-related personnel
l Create and apply fiscal controls and procedures of ICAP-South Africa
l Develop and monitor on a monthly basis ICAP-South Africa's budgets according to CDC, ICAP and Columbia University finance standards l Maintain communication with the Finance Department of ICAP-New York to ensure maintenance of fiscal standards appropriate for Columbia University programs
l Supervise all finance (ie Accountant, Finance Manager, Subaward Contracts Manager, etc) and administration (Office Manager, Administrative Co-ordinators, etc)
l Manage IT and telecommunications functions, ensuring that they are sufficiently and cost-effectively deployed
l Liaise with external auditors and ensure the statutory corporate requirements as laid out by local governing rules and regulations are carried out
l Oversee and ensure that subcontracts are executed and total subcontract packages are forwarded to ICAP-New York.
Requirements: l Professional degree or certification in Business Administration, Accounting or Finance or related field (ie MBA, CPA, etc) and minimum of five years' relevant work experience
l Master's degree (MBA) may replace two of the four years' relevant work experience
l Experience in USG financial rules and regulations highly desirable
l Knowledge of accounting and financial systems and procedures
l Excellent verbal/written communication, interpersonal, analytical and computer skills (ie use of MS Office and other accounting packages.
