In 2010 ICAP, along with the MOH and CDC, began implementing a large-scale national HIV incidence research study (SHIMS) to measure the impact of the planned male circumcision and other national HIV prevention campaigns. ICAP also provides technical support to the MOH to strengthen M&E capacity and works with the MOH and nursing schools and bodies to strengthen the capacity of the nurse workforce in Swaziland. ICAP-Swaziland's main office is in Mbabane. The role involves both local and international travel.
Reporting to the Senior Implementation Director and the Regional Programme Director, the Country Director: Swaziland will ensure success by managing all aspects of the Country Programme, including shared responsibility for strategies, budgets, programme initiatives and team management. As the lead representative, he/she will help to ensure that all actions of the country team are consistent with ICAP's goals, as well as donor initiatives, and are in support of the MOH.
Responsibilities include:
l Developing a supportive relationship with local and national government officials, as well as with key partners
l Overseeing the development of annual programme work plans and regularly reporting on such programmes to ICAP headquarters
l Ensuring ICAP's resources are maximised
l Leading and/or participating in the preparation of grant proposals
l Performing other duties as assigned.
Requirements:
l An MD, MPH or other relevant advanced degree
l A minimum of 8 years' related experience, with 5+ years in health programme management in sub-Saharan Africa
l Experience in supervising staff
l The proven ability to ensure high-quality programme outcomes in developing countries
l Extensive experience in HIV/AIDS programme management
l Demonstrated experience in overseeing large-scale research studies, basic programme evaluations and/or public health evaluations
l Previous experience in budget and fiscal oversight
l Strong organisational skills l Diplomacy
l Written and verbal communication skills
l Demonstrated experience working in a dynamic environment
l Exceptional problem-solving skills and analytical capabilities
l Strong team-building skills
l Demonstrated experience in situations requiring cultural sensitivity
l Proficiency in Windows and MS Office, e-mail and standard office equipment. Experience in working in collaboration with Local Government partners and with the US government or other bilateral donors (especially CDC) will be preferred.
