Responsibilities The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC) which is a domestic court established in accordance with Cambodian law. The ECCC has jurisdiction to bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, that were committed during the period from 17 April 1975 to 6 January 1979. Under the overall supervision of the Legal Officer in the office of the Deputy Director of Administration and working in close coordination with the Chief of the Court Management Section (CMS), the incumbent will carry out the following duties: (1) coordinate with the Chief, CMS, to ensure efficient trial management. In line with this coordination, cooperate with the Heads of the Records and Archives Unit, the Audio/Visual Unit, the Witnesses/Experts Support Unit, the Translation and Interpretation Unit, the Transcription Unit and the Detention Liaison Unit in order to identify and resolve various daily operational and technical issues arising; (2) in cooperation with the Chief, CMS, act as a focal point on all trial management issues with judicial offices and Chambers. Attend hearings before the ECCC and provide assistance prior to and during the hearings, including cooperation with Court Officers; (3) provide secretariat support to ECCC judicial committees (Plenary, Rules and Procedures Committee and Judicial Administration Committee); (4) assist the Victims Support Section, as required; (5) prepare regular periodic reports on court management activities to the Chief, CMS, and participate in regular meetings; (6) assist in the preparation of internal policies and directives for the Court Management Section and provide advice from a legal and operational perspective; (7) perform any other duties as required. | |

QUALIFICATIONS | |
Education Advanced university degree in law (Masters degree or equivalent), with specialization in criminal law (both substantive and procedural). A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. | |
Work Experience Minimum of 5 (five) years of progressively responsible experience in criminal law and/or proceedings. Knowledge of, or professional experience within, the Civil Law system and/or an international tribunal and/or court management experience is an asset. | |
Languages Khmer, English and French are the working languages of the ECCC. For the post advertised, fluency in English is essential, and knowledge of French/Khmer is an asset. | |
