POSITION DESCRIPTION
The IRC is searching for a dynamic leader to guide its GBV program in Sierra Leone into its next phase. The GBV Program Coordinator is responsible for setting the strategic direction of the program and guiding the overall IRC GBV program in Sierra Leone. S/he is tasked with ensuring program quality and that all interventions are monitored and evaluated according to benchmarks. S/he will provide leadership and technical guidance to the team and ensure adequate staff capacity building. This position will lead the technical design and development of new initiatives including overseeing the establishment and functioning of the new Rainbo Centre organization. S/he will represent the program to external actors and continue to build strong relationships with line ministries in particular the Ministry of Social Welfare, Gender and Children’s Affairs and other NGOs and UN agencies active in GBV.
This position will be directly supervised by the Senior Program Coordinator and will receive technical support from IRC’s Women’s Protection and Empowerment Technical Advisor.
SPECIFIC RESPONSIBILITIES
Program Management (Design, Implementation, Monitoring & Evaluation)
• Lead strategic design of IRC’s GBV program in Sierra Leone based on frameworks and existing strategies including IRC GBV Global Framework, the four programming approaches used in West Africa, IRC Program Framework and Sierra Leone Country Program Strategy support from the IRC Women’ Protection and Empowerment Unit Technical Unit. This will included leading the design of the GBV sector strategy for Sierra Leone, concept notes, overall project designs, proposals and report writing
• Provide technical support and direction to all aspects of SL GBV program implementation
• Monitor program implementation and quality, based on program indicators including collating and analyzing data and information for problem analysis, planning and advocacy;
• Evaluate project outcomes, impact and lessons learnt, including collecting and analyzing data and use information for problem analysis, planning and future program design.
• Establish or improve program information-management systems, including paper and electronic file management and data collection systems;
• Work closely with IRC Technical Unit and National Committee on Gender-based Violence (NaC-GBV) members to implemented the Rainbo Centre Transition plan as per set benchmarks within the development;
• Conduct monthly field visits to meet with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;
• Ensure that all cross-country border initiatives in Liberia and Cote d’Ivoire are conducted on an on-going basis, in collaboration with the GBV focal point in the respective countries and the Technical Advisor.
• Ensure all operational activities conducted according to IRC International and National Administration, Logistics and Finance policies and procedures, including management of program assets and resources, and the development and management of budgets;
Human Resource Management & Capacity Building
• Recruit, manage and supervise GBV program staff including completing staff performance management.
• Revise and keep updated the GBV Country Program organigram and job descriptions;
• Design education, training and development plan for in-country staff, including senior management;
• Oversee planning, delivery and review of capacity-building training program for all staff;
• Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated;
• Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings;
Representation, Coordination & Advocacy
• Promote and represent the program, including liaising with donors and other relevant partners to identify and access funding;
• Facilitate clear communication to donors about program progress through donor reports according to grants cycle
• Ensure on-going and pro-active communication with direct supervisor and GBV Technical Advisor, and key IRC staff;
• Ensure integration of GBV into other IRC program areas and provide guidance and technical support for sector-specific intervention design and delivery to maximize systemic safety for women and girls
• Develop advocacy and information-sharing networks/forums and participate in existing networks/forums and liaise with relevant bodies for case-specific advocacy;
• Develop and maintain effective working relationships with all relevant stakeholders including: community members, NGOs, Government Ministries/authorities, UN agencies and social institutions;
• Ensure on-going coordination and communications with the GBV Programs in Liberia and Cote d’Ivorie to in order to strengthen regional experience sharing, learning, advocacy and other capacity building activities.
Requirements
• Post-graduate degree in social work, social sciences, public health, community health, or related field
• At least four years experience working in the field of gender-based violence, protection, gender or human rights in Africa in particular conflict-affected areas.
• Experience in supervising and mentoring staff
• Knowledge of reproductive health issues.
• Demonstrated experience in capacity building and mentoring.
• Demonstrated experience in project design and use of project design tools (logframes, causal pathway, etc.);
• Demonstrated experience in developing strong monitoring systems
• Demonstrated experience in budget development and management
• Demonstrated data collection skills
• Knowledge, skills and experience in participatory methods of community development and mobilization
• Communication and team building skills
• Strong organizational, analytical, and writing skills
