Functional Title: Environmental Migration and Livelihood Consultant Classification: Consultant Post of Duty: Nairobi, Kenya Duration of Assignment: 3 months
Project Background Recurrent drought and climate change have put additional strains on the already limited livelihood resources of pastoralist and other mobile communities in the North Eastern and North Rift Valley provinces of Kenya. Water shortages and competition for grazing lands form major factors that continue to fuel conflicts in these regions. The situation has been made worse by the prevailing drought situation in the country and the worsening effects of climate change which have led to environmental degradation and drying up of water pans among others. IOM is developing and implementing programmes in collaboration with the Government of Kenya and UN Agencies to mitigate the effects of mobility, migration, climate change, drought and decreasing natural resources amongst mobile populations, specifically pastoralists, in the North Eastern, Rift Valley and other affected provinces in the country.
General Functions Working under the direct supervision of the Regional Representative, the incumbent will be responsible for developing a comprehensive emergency and recovery framework for IOM’s work in alleviating forced migration and population displacement. This includes programme development, donor liaison, resource mobilization and coordination with field missions to directly implement and provide technical support for the implementation of the emergency and recovery programs.
Essential Functions:
Provide of support for project officers in implementing the projects within the context of Emergencies and Recovery in the further development of strategic outcomes.
Manage and coordinate the overall execution of the emergency and recovery programs for the mission.
Establish work plans, matrices and systems for the effective implementation of the programme.
Develop programmes, write proposals and undertake fundraising activities in collaboration with Project Development and Implementation Unit.
Conduct regular field visits to support and supervise teams on the ground.
Disseminate information to the Regional Representative and programme officers, where applicable, as to issues and current state of affairs with relevance to general programme activities including coordinating the establishment of in-house meetings and workshops.
Maintain close liaison with the respective administrative and operational units/departments, so as to ensure that goals and objectives in the field are achieved through the correct administration of established procedures.
Conduct and reports on periodic evaluation of the activities and development of the programme, using the established methodologies, goals and objectives as standards. Advising the Regional Representative as to proposed procedures, alterations and results achieved.
Coordinate and lead in the preparation of data for analysis by advising and cooperating with data management colleagues for the processing of statistical information that is specifically relevant to improving the management of programmes, convergent reporting and larger analysis.
Coordinate with public information and media unit for the development of visibility material in keeping with contractual agreement with donor; to include print, electronic and multi media.
Assist in the identification of potential project partners in the best interest of effective and efficient implementation
Maintain liaison and information exchange at both central and regional levels with concerned stakeholders, including principal donors, the Government of Kenya, the United Nations, Civil Society Organizations, the Inter Agency Standing Committee other relevant partners and service providers. Discussing issues related to general coordination and liaison, so as to ensure synergy and sustainable outcomes to programme implementation.
General Qualifications & Requirements
- Preferred Master’s or Doctorate Degree qualification in sociology, conflict resolution, peace-building, development studies, Research or similar field.
- Solid track record in developing and implementing emergency and recovery programs in the field of – environmental migration and climate change.
- Knowledge understanding of the dynamics of mobility and climate change effects among the pastoralist communities, and extensive knowledge of the ASAL regions a must.
- Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions
- Excellent research, analytical, written and communications skills
