Background: This four-year project will carry out school and community-based HIV/AIDS prevention activities in approximately 400 primary and secondary schools in the informal urban settlements within Nairobi Province and its environs. The project will also support the Ministry of Education to revise the Education Sector Policy on HIV/AIDS and equip personnel in the MOE and the 47 new County Education Offices for its effective implementation.
Chief of Party
The Chief of Party must be a dynamic, flexible, adaptable team player with demonstrated leadership ability. Coupled with relevant advanced degrees from accredited universities, candidates must have at least 7 to 10 years of progressive experience.
The Chief of Party will:
• Provide overall technical and programmatic leadership for project activities through direct implementation, provision of strategic guidance, and supervision/training of project staff.
• Work closely with MOE and other key government personnel to ensure project activities align with MOE’s objectives.
• Create networks with education and health communities in Kenya to effectively collaborate and accomplish project tasks.
• Ensure delivery of results and quality contract deliverables and communication products.
• Serve as chief liaison with USAID, Kenyan government, local stakeholders, donor representatives, and other U.S. government offices to ensure harmonization of activities with national plans.
• As chief liaison with the private sector, identify and pursue international public-private partnership opportunities, develop capacity of staff to identify potential PPPs in Kenya, and assist with negotiation of cost-sharing partnerships.
• Act as World Learning’s project representative in Kenya and key contact point for USAID/Kenya staff and inquiries.
• Supervise key personnel, operations staff, and M&E manager, and oversees management of other staff.
Qualifications:
• Must have significant experience specific to HIV/AIDS prevention education in a developing country context, preferably sub-Saharan Africa.
• Must have prior experience as a Chief of Party, Deputy Chief of Party, or position with significant responsibility for oversight of human and financial resources, preferably for a similarly sized donor-funded project.
• Advanced degree in related field required.
• Demonstrated experience with qualitative and quantitative Monitoring & Evaluation methodologies desired.
• Fluency in English.
Deputy Chief of Party
The Deputy Chief of Party must be a dynamic, flexible, adaptable team player with demonstrated leadership ability. Coupled with relevant advanced degrees from accredited universities, candidates must have at least 5 to 7 years of progressive experience.
The Deputy Chief of Party will:
• Provide key technical leadership in the area of education including materials development, in-service teacher training design, life skills curriculum.
• Develop learner outcome assessment methodology.
• Provide technical guidance in policy formulation with Kenyan government.
• Oversee day-to-day project activity implementation and coordination of partner NGOs.
• Work closely with MOE and other key government personnel to ensure project activities align with MOE’s objectives.
• Provide technical leadership for project activities through direct implementation, provision of strategic guidance, and supervision/training of project staff.
• Create networks with education and health communities in Kenya to effectively collaborate and accomplish project tasks.
• Ensure delivery of results and quality contract deliverables and communication products.
Qualifications:
• At least 5-7 years of experience in providing technical guidance in education programming and project leadership/management.
• Advanced degree in education, or related field.
• Must have experience linking the education sector to student health priorities in a developing country context, preferably sub-Saharan Africa.
• Must have prior leadership and management experience, preferably for a similarly sized donor-funded project.
• Demonstrated experience with qualitative and quantitative monitoring & evaluation methodologies.
• Fluency in English and Kiswahili.

HIV Policy Specialist
The HIV Policy Specialist will:
• Provide technical support to the Ministry of Education and 47 County Education Offices with the process of development and implementation of the Ministry of Education’s Revised Sector Policy on HIV/AIDS.
• Facilitate implementation of workplace prevention, education and training programs; contribute to reduction of stigma and discrimination; address unequal gender and student/staff relationships that impact vulnerability to HIV infection in the education sector.
• Lead institutional needs assessment and identification of gaps in implementation of existing policies.
• Provide leadership and support in the development of tailored capacity building plans and interventions, and for negotiation of policy provisions, as relevant.
• Conduct leadership strengthening and capacity building activities at the Ministry of Education (primarily in the Directorate of Policy and Planning) and the County Education Offices. These activities will include support for system strengthening and management training for project managers in order to enhance planning, supervision, monitoring and information systems.
Qualifications:
• Bachelor’s degree in social science, public health, or related fields, advanced degree preferred.
• At least five years of work experience with workplace HIV prevention programs (designing, planning and implementation) in large private or public sector institutions; OR at least five years experience in multilateral or bilateral organization as an HIV workplace policy advisor supporting the design and technical HIV prevention capacity-building with larger private corporate organizations or public sector.
• Knowledge and practical experience in implementing HIV workplace programs, especially in a larger private or public sector institution.
• Knowledge of the theory and practice of HIV mainstreaming.
• Knowledge of the national multi-sectoral HIV strategy, policies and programs.
• Policy development experience and familiarity with policy advocacy highly desired.
• Sound knowledge of the theory and prior experience in practice of HIV mainstreaming and HIV prevention at the workplace interventions.
• Strong organizational, communication, advocacy, computer, and interpersonal skills.
• Fluency in spoken and written English and Kiswahili.

HIV Prevention Advisor
The HIV Prevention Advisor will be responsible for:
• Providing leadership in development and/or adaptation of training and other support materials (including Peer Educator’s Manual) for school-based peer education activities in 400 target schools
• Delivery of Training of Trainers interventions
• Overseeing design and/or delivery of initial and refresher trainings and provision of ongoing follow-up support for the peer education program in target schools; supporting School Coordinators in training of students selected to provide peer-led mentoring about HIV/STD awareness, reduction of stigma and discrimination through care and support for HIV and AIDS affected students, and adoption of healthy behaviors
• Design of care and support strategy for students affected by HIV and AIDS; provision of supportive supervision during its implementation at the school level
• Development of guidelines for establishment and strengthening of school Health Clubs
• Design and implementation of a formative assessment for the development of a behavior change communication strategy for HIV prevention in target schools
• Development of innovative HIV/AIDS-related Information, Education and Communication (IEC) materials for use by both teachers and students
• Implementation of an in-service teacher-training program on delivery of Life Skills and HIV/AIDS education
• Development of learner outcome assessment methodology
Qualifications:
• At least 5 years of experience in providing technical guidance in youth-focused areas of HIV prevention education and Behavior Change Communication
• Prior experience implementing interpersonal communication and peer education interventions
• Direct experience implementing school-based HIV prevention and/or life skills education programs
• At least 3 years experience implementing international development programs, experience with USAID preferred
• In-depth knowledge of HIV/AIDS
• Training design and delivery experience
• Fluency in English and Kiswahili

Monitoring & Evaluation Specialist
The Monitoring and Evaluation Specialist must be a dynamic, flexible, adaptable team player. The Monitoring and Evaluation Specialist will:
• Design and implement a monitoring and evaluation system that measures the effectiveness of project initiatives.
• Monitor and evaluate systems that measure the effectiveness of project initiatives.
• Devise quantitative and qualitative indicators, benchmarks, and data sources for program deliverables.
• Lead baseline, mid-term, and end-of-project evaluations.
• Lead the design and implementation of rigorous needs assessments and impact evaluations.
• Generate data reports in compliance with USAID procedures and agreements.
• Ensure data quality and accuracy.
• Provide pertinent data to the Chief of Party and other relevant staff to strategically inform project implementation decisions.
Qualifications:
• At least 5 years of experience in the field of monitoring and evaluation, including data collection, analysis, quality assurance, and reporting.
• Bachelor’s degree in a social science, advanced degree preferred.
• Experience with designing and conducting rigorous needs assessments and impact evaluations required, using both qualitative and quantitative approaches.
• Experience using data analysis packages such as SPSS or SAS, and data management systems.
• Experience with health and education sectors.
• Strong organizational, communication, computer, and interpersonal skills.
• At least 3 years experience implementing international development programs, experience with USAID preferred.
• Fluency in English and Kiswahili.
