The United Nations Office of the High Commissioner for Human Rights (OHCHR) is seeking to incorporate public policy monitoring and budget analysis with a human rights perspective as an integral component of its work in Uganda. Particular emphasis is to be put on priority economic and social rights, with special attention given to gender dimensions of budgeting and policy development. Budget tracking and analysis is not new in Uganda. In fact, the country was one of the first to carry out a comprehensive Public Expenditure Tracking Survey (PETS) in the education sector. The positive experience with PETS showed the importance and the power of effective monitoring and budget work for accountability purposes and realization of rights. This experience also introduced to many Ugandans both in the public and private sectors the concept of efficient budget planning and monitoring and through time several organizations have dedicated themselves exclusively to this type of work. Today Uganda has one of the most open and transparent budgeting processes in East Africa as it publishes regularly important documents relating to the national budget. Nevertheless important challenges remain and more focus and work around economic and social rights and their financing in particular is needed. In that regard, OHCHR is seeking a consultant that will develop a number of outputs to inform the work of the organization and its UN partners in the area of social policy and budget analysis in Uganda. This work will be particularly relevant for determining interventions in working with and building capacity of local non-governmental stakeholders as well as liaising with national authorities on social rights and policy issues. |
Duties and Responsibilities |
Under the overall supervision of the Head of Office and the focal point for economic and social rights in OHCHR Uganda, the consultant will be responsible for: - Mapping the main community based organizations, non-governmental organizations, academic institutions and international organizations that work on social policy and budget analysis at the national level in Uganda but also focusing in Kampala and the sub-regions of Acholi, Lango and Karamoja (specific districts to be defined with contracting organization).
- Compilation of the main documents, findings, research and tools developed by these organizations since 2006 in the area of policy and budget analysis around ESCR in Uganda, with particular focus on health, education, agriculture, housing and land management.
- Desk review of documents collected and identification of best practices in terms of research methodology, presentation of findings and impact in overall budgeting processes/results. Particular focus to be given to those examples that have applied human rights based approach in their budget analysis processes and/or that incorporate a gender dimension to their work.
- List of recommendations on where OHCHR’s interventions and support could have an added value.
Deliverables: Phase I (1-4 months duration) - Mapping of stakeholders working on social policy and budgeting at national level and in previously identified focus districts. The mapping should contain at minimum a contact list, area of operation, focus issues/expertise and years of experience of each organization in the area under consideration. Additional benchmarks can be agreed upon between the consultant and the contracting organization.
- Listing and paragraph length description of the main documents, findings, research and tools developed since 2006 by identified organizations in the area of public policy and budget analysis around ESCR in Uganda, with particular focus/chapters on health, education, agriculture, housing and land management.
- First activity report (description of dates, location and participants list of meetings held and listing of all documents consulted)
Phase II (1-2 months duration) - Updated versions of Outputs 1 and 2
- Listing and analysis of best practices in terms of research methodology, presentation of findings and impact. Particular focus given to examples that have applied human rights based approach in their budget analysis processes and/or that incorporate a gender dimension to their work.
- Document analyzing the current scenario in Uganda and recommendations to OHCHR on where interventions and support could have an added value
- Final activity report

Required Skills and Experience |
Education: - A minimum of first level university degree in social sciences, public administration, economics, law or related fieldis required.
- Advanced University degree (Master’s degree or equivalent) in social sciences, public administration, economics, law or related field will be an advantage.
Professional Experience: - A minimum of three years experience in Uganda working with socio economic research, policy and budget formulation and analysis, human rights law, or related area.
- Proven knowledge of Uganda’s budget cycle and planning processes required. Previous experience with the Government of Uganda or a non-governmental entity in budget analysis, monitoring and evaluation is desirable.
- Knowledge of international human rights law, the UN system as well as experience in human rights based approach to budgeting and public policy an advantage.
Languages: Fluency in written and oral English is required. Knowledge of other languages used in Uganda an advantage. Application Procedure - applicants are required to submit an application and a proposal, which include the following:
I. Job Proposal: - Letter of Interest.
- Explanation as to why you consider yourself suitable for the assignment.
- A brief methodology on the approach and implementation of the assignment.
II. Personal CV of the applicant. - Highlighting past experience in similar projects.
- Work references - contact details (e-mail addresses) of referees.
III. Financial Proposal - Please submit a financial proposal indicating consultancy fee, lump sum fee or unit price together with any other expenses related to the assignment.
If travel outside his/her work station is deemed necessary by the consultant and is approved by the contracting organization then transport and accommodation expenses will be covered by OHCHR. Work space at the organization’s headquarters can be provided if necessary. Payment schedule: - 20% of consultancy to be paid upon delivery of inception report.
- 40% to be paid upon satisfactory delivery of Phase I outputs.
- 40% to be disbursed upon satisfactory submission of Phase II deliverables
