Area of activity
On behalf of the German Government, GIZ as the implementing agency for technical and international cooperation promotes Good Financial Governance in Zambia. GIZ supports the Zambian Ministry of Finance and National Planning since 2006, and the programme now composes of three components: 1) Strengthening Revenue Administration Capacities, 2) Strengthening national planning and budget preparation processes, and 3) Promoting Budget execution and control systems. Within the first component GIZ enhances Zambian Revenue Authority’s (ZRA) capacity to collect public revenues fairly and efficiently through improved service delivery.
Qualifications
Applicants should hold a degree in economics, administrative, economic or political science and/or law, and have considerable years of working knowledge in tax administrations (preferably in small and medium tax payer segment). Sound knowledge of public finance, especially tax policy, as well as substantial experience in organisational development and institution building are necessary to ensure an overarching and systemic approach of support. Moreover, the applicant should have gained profound working experience in international development cooperation and worked in developing countries, preferably in Africa. He /She should be able to promote political dialogue as well as facilitate development oriented stakeholder processes which also include dealing with top-level government bodies in partner countries. Fluency in English and German with exceptional communication skills and intercultural competency are indispensable for working in the partner country's context and within an international team.
