General objective:
To manage ACF-USA Southern Sudan fisheries programme in Northern Bahr el Ghazal State and Warrap State
Specific objectives:
To develop a fisheries pilot project approach for community based fisheries activities according to ACF strategy and technical protocols To collaborate with local authorities and partner agencies To coordinate within ACF team To record and report on progress of programme activities
Activities
To develop a fisheries pilot project approach for community based fisheries activities according to ACF strategy and technical protocols Review existing ACF valuation and assessment of the fisheries situation in NeBG and Warrap state from 2010 Ensure discussion with the team, fishermen communities, FAO and administration/ministry official for further information update on changes since the assessment. Develop and document a community based fisheries pilot project, ensuring appropriate natural resource management and utilization Ensure ACF technical protocols are respected and followed in the development of the approach Implement the suggested and validated approach with 4 communities, including mobilization, training, structural establishment, management etc Train the ACF FSL teams in the fisheries approach, training, supervision and follow up of the pilot projects Develop all necessary tools and formats for the implementation and follow up of the pilot projects Establish a detailed project implementation and monitoring& evaluation plan To collaborate with local authorities and partner agencies: To collaborate with local authorities and community for the acceptance of the pilot programme To liaise with local authorities and MoLF personnel To understand local and state laws governing fisheries practices To collaborate with the potential partners in the field (local CBOs, fisheries groups/associations, local committees) to improve programme implementation To collaborate with the FSL NGOs running fisheries programmes in the same operational area. To coordinate within ACF team: Collaborate and communicate with other ACF programme managers (WASH, nutrition, FSL) to ensure harmonization of activities according to ACF mission strategy for Southern Sudan Collaborate with the FSL Program Managers, FSL Coordinator, Head of Base (HoB), Country Director (CD), Sudanese staff and any other ACF resource people in order to ensure the coherence of ACF food security and livelihoods activities and reports. Informing/updating the FSL Co on FSL activities on a regular basis. Reporting: Document the proposed pilot project plan Participate in preparing FSL reports for external release, which are validated by FSL Coordo and Technical Advisor, and disseminated to the partners accordingly. Monthly technical report to be sent to FSL Coordo Monthly activity report to be sent to FSL Coordo including the achievements of the team for the past month and objectives for the following month. End of mission and handover report to be sent to FSL Coordo before end of mission.
Education / specific degree / special skills:
Min. bachelor’s degree in fisheries or natural resource management Good writing and analytical skills. Good management and representation competencies. Experience with fisheries and/or livelihoods programming. Experience in developing world context (post conflict areas experience is advantage) Excellent communication and interpersonal skills Excellent influencing and negotiation skills Familiarity with ACF and acceptance of ACF’s principles.
