Job Title: Education Program Manager
Location: Juba, South Sudan
Reports to: South Sudan Country Director
Internal Job Description:
Scope: The Education Program Manager will provide technical and management support and direction to the Education Sector of World Relief South Sudan. Specifically, the Program Manager will develop, lead, and manage existing and new education projects that are in line with South Sudan GoSS Education Strategy. The person will be in charge of all education project dimensions: strategy, management, implementation and sustainability. This includes managing work directly implemented by WR as well as programming implemented through local partners. The Program Manager must demonstrate initiative and commitment to excellence in promoting child-centered, participatory learning both in the formal education system and in non-formal community-based initiatives. The Program Manager will also have responsibility to network and engage in education development forums with the Church, Government, Donors and other development partners.
Main duties & Responsibilities
• Manage and implement education project with local partners in various locations across South Sudan, including building partner capacity.
o Ensure partner develops and executes work plans in a timely manner and in accordance with donor agreements.
o Oversee quality assurance, including data collection by local partner, making site visits to assess and improve training quality.
o Build local partner capacity to 1) submit narrative and financial reports and 2) manage logistics and delivery of program.
o Oversee and support the partner’s preparation of donor reports, do final compilation, editing and submission.
o Ensure Teacher Training programs are implemented according to GoSS approved curriculum and are instrumental in assisting GoSS in the development of new training materials.
• Oversee WR implemented education project to engage children in community-based health clubs (non formal education clubs).
o Train and mentor local staff in holistic child development, participatory education and alternative teaching methodologies, preventative health, etc. Equip staff to train local volunteers and work with communities, including local faith-based groups.
o Participate in various curriculum adaptation and development initiatives.
o Ensure local communities, including parents, local churches, local leaders, and government authorities are sensitized and mobilized to support the project.
• Oversee and support education work in new program areas as agreed with WR South Sudan, including integrating HIV/AIDS into education programming of child health and nutrition education
• Support the Education Coordinators and officers to ensure effective project implementation, including recruitment of education staff and effective quarterly and annual planning.
• Provide appropriate technical advice, management and budgetary support and guidance on the strategic direction of the Education program.
• Provide technical and institutional support to the county teams in the area of education. This may include serving as a liaison person between the teams and other service providers, such as training institutes, other NGOs and research institutions at national and international level.
• Provide technical assistance to Coordinators on issues of education, particularly for adult literacy activities, vocational education for out of school youths and lead on the development of a strategic approach to adult and vocational education.
• Provide technical advice on the procurement of appropriate teaching and learning materials, training manuals and education resources, and ensure that distribution and monitoring plans are developed for their use in schools.
• Ensure that the following development and cross cutting approaches are incorporated into program implementation: Environment, Girl child education / gender; Participatory methodologies; Capacity building; HIV&AIDS mainstreaming.
• Participate in national coordination forums, national strategic planning for the education sector and curriculum development technical working groups (or identify technical expertise to assist as appropriate).
• Conduct, advice and assist in the design and carrying out Education surveys, baseline, data collection and analysis of data to develop appropriate responses.
• Support and strengthen the monitoring and evaluation strategy for the Education Program.
• Facilitate program reviews and internal or external evaluations as requested.
Qualification:
Master’s degree in related field preferred; university degree is required. Related fields include education, early childhood development, behavior change communication, international development, etc
Degree level qualification in Education, Early Childhood Development or related topic with over 5 years of experience in education development and management in post conflict environment,
Experience in both formal education and understanding of education systems as well as experience in non formal education methodologies is strongly preferred. .
Experience in Monitoring and Evaluation systems & techniques
Experience in providing input to education policy
Experience in promotion and advocacy for education related issues
Proven track record of working at a senior level with host governments, international donors and academic institutions
Excellent verbal and written communication skills
Good training and facilitation skills
Competency in Arabic is preferred but not required.
