SUMMARY: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, seeks a Deputy Livelihoods Coordinator for its program in Somalia.
The Deputy Livelihoods Coordinator will be responsible for the start-up, ongoing management, continuing development, and daily supervision of all activities under RI’s livelihoods program for vulnerable IDP and host populations. The position is based in Galkayo and may require travel to Garowe and Nairobi. The Deputy Livelihoods Coordinator will report directly to the Assistant Country Director for Somalia.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Designs workplan and manages implementation of agriculture and livelihoods interventions in Mudug, Galmudug, and Galgadud regions. Ensures project targets are met according to workplan deadlines, and that the project is adequately resourced to carry out effective programming. Oversees course correction with other senior staff as needed.
- Conducts community assessments to identify critical requirements for program interventions with a particular focus on IDPs, women, and youth.
- Promotes and works to expand community awareness on agriculture issues, with sensitivity to the political and cultural context.
- Leads the development strategy for Somalia agriculture and livelihoods activities, with emphasis on response to perceived needs indicated by communities and beneficiaries.
- Plans and implements emergency interventions in beneficiary communities as needed.
- Consults with beneficiary groups, community leaders, and relevant line ministries in selecting community workers.
- Consults with peer and UN agencies on international standards with regards to program design and implementation.
- Participates actively with interagency protection and related forums on behalf of RI Somalia.
- Works with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.
- Conducts and designs agriculture and livelihoods activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regard to the political context.
- Provides capacity-building for national staff: technical support, organizing training, and preparing a training schedule for agriculture and livelihoods staff.
- Manage all national livelihoods staff contracts within RI regulations and local labor laws.
- Ensures that RI provides quality services that meet Sphere and other international standards.
- Reviews and writes all protection and protection-inclusive proposals, reports, assessments, and research in consultation with the Senior Management Team, Country Office, and Headquarters.
- Submits monthly and quarterly reports by collection of information and data from the field, data analysis, and report documentation.
- Seeks funding support from local donors in coordination with the Country Office.
- Participates as an active staff member on the Somalia Senior Management Team, which includes collaborative oversight for program administration, operations, and communications.
- Manages sector budget and personnel in line within RI field procedures and Code of Conduct.
- Stays abreast of the current events and best practices in the fields of livelihoods and protection for humanitarian relief and development sectors via research, training modules, working groups, and conferences.
QUALIFICATIONS:
- Significant (at least 5 years) experience working with an INGO in increasing positions of reporting and responsibility.
- Experience (2 years) developing and implementing Agriculture and Livelihoods sector activities.
- A degree in development, agriculture, or related fields.
- Demonstrated leadership and teamwork skills.
- Logistical planning and problem-solving skills.
- Experience with data collection and analysis.
- Experience living and working in dynamic, insecure environments and with local communities.
- Ability to live and function at a high capacity within a collaborative organizational structure.
- Ability to live and work from within a remote post.
- Understanding of the political and cultural context in Somalia and Eastern Africa and a strong interest in working in the region.
- Demonstrated written and oral English communication skills (must be able to provide an independently created and relevant writing sample).
- Demonstrated budget and expense management skills.
