JOB CONTEXT: Following consultation between Handicap International (HI), the Uganda Mine Action Center (UMAC) and the United Nations Development Program (UNDP) at the 9th Mine States Parties meeting in Geneva November 2008, HI conducted, in March 2009, a mine action assessment mission in Western Uganda. The assessment mission confirmed the presence of mine/ERW (Explosive Remnants of War) and a significant socio-economic impact in Western Uganda which was not being fully addressed. HI has started to assist the Ugandan authorities to prevent disability from contamination of ERW, protect most at risk groups until clearance and return is possible, and contribute to victim assistance. The project proposed by HI has taken place through a coordinated mine action approach in the affected district of Kasese and will be deployed in Bundibugyo district in 2011. The approach will include Mine/ERW Risk Education and ERW Victim Assistance, in coordination with development and capacity building. For the purpose of the project, HI has also formed partnership agreements with the 5 local mine/ERW survivors and Disabled People Organisations (DPO).
JOB DESCRIPTION: Under the line management of the Program Cordinator USAID, based in Kampala, you will undertake the overall responsibility for the coherence and development of the HI program implemented in Western districts (Bundinugyo, Kabarole and Kasese) in regard of the defined HI strategy in Uganda and in close cooperation with local and international actors. You will manage a team of 5 persons.
The main stake of your post of Base coordinator West Uganda will be to ensure the continuity of the MAE Lux MRE VA project implementation within the AUSAID framework project. The extension of the project to Bundibugyo District and the move out of the regional office from Kasese to Fort Portal will be your first key challenge. Then the development of partnership and new advocacy challenge will be other key issues where you should support and lead your team.
As Base Coordinator, you will: - guarantee the programme implementation and development - represent Handicap International with local and regional authorities and with all relevant stakeholders in Western Uganda - supervise administration, finances and logistics of the base - manage the team of the base (5 people) - be in charge of the security coordination role
CANDIDATE PROFILE: Mandatory: Any related diploma in administration; economics, finance or development Experience in managing administration and logistics Team management experience Excellent negotiation and adaptation skills to multi-cultural, multi-actor environments; autonomy Experience in a development context
Complementary: A first experience in the same position or in Project Management would be an asset Relevant experience in working with people with disabilities in a development context is desired
REQUIRED LANGUAGE SKILLS: English mandatory (oral and written). French would be an asset
JOB ENVIRONMENT: The security situation in Fort portal is good. Fort Portal is a middle town in western Uganda, approximately 60 kms from the Queens Elizabeth National Park. Travel by road from Kampala to Fort Portal takes approximately 4 hours and a half. Living conditions are good, with access to all essential foods and goods; reliable electricity and running water. There are no organized cultural or sport activities. 20-30 % of you time will be spent travelling This position is open to singles, couples and families. Be aware there is not International school in Fort Portal.
EMPLOYMENT CONDITIONS: Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: 2300-2600 Euros gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
