The Position
The RME officer will support the implementation of the Research, Monitoring and Evaluation (RME) strategy, framework and practice by ensuring activities are being implemented according to plans; and that programme and partner staff have full understanding of Jamii Thabiti's M&E systems and use these to capture quality data and information from implementation activities.
The support in the delivery of an effective RME function will play a key role in the successful implementation of Jamii Thabiti interventions at county and national level, thereby ensuring lasting impact and positive change in communities targeted. The officer will work closely with the RME lead, Deputy Team leader (Technical) and the programme team to ensure the implementation of the problem driven iterative adaptation approach (PDIA) in Jamii Thabiti.

Specific requirements
- Support the development of systems and processes for the implementation of the overarching programmatic RME Framework and procedures based on Jamii Thabiti best practice, and ensuring the same is being utilised to capture learning and knowledge throughout the programme and project cycle.
- Support Jamii Thabiti staff and partners and build their capacity in RME issues and in the management of information systems, such as the development of required formats, key indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of interventions/activities;
- Maintain Jamii Thabiti monitoring tools and databases such as the Indicator performance Tracking Table used to track programme milestone activities and events.
- Share learning related to RME practices across cluster offices, encouraging consideration of results both between and within teams, and providing support to internal/external reviews, evaluations, and lessons learned exercises.
- Maintain Jamii Thabiti internal reporting schedules and templates, clarifying what level of information is needed and where, with key responsibilities assigned, and with a particular focus on checking logframe and ensuring indicators are updated.
- Ensure all Jamii Thabiti implementation team members and implementing partners have appropriate tools and guidelines for data collection, collation and reporting, with a focus on establishing progress by cluster, county and thematic area.
- Lead on data collection and systemically checking data for quality, accuracy, and consistency, and providing feedback where necessary.
- Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data. for the provision of sound baseline information;
- Participate in situation analysis, needs and baseline/end line assessments, external reviews, evaluations and documentation, and identification of resources, including technical resources, both within Jamii Thabiti and externally.
- Collect, review and scree all datasets from clusters and national level activities before submission to the RME lead, work on and track errors referred back for correction in consultation with field teams. This will involve performing data analysis and sharing existing challenges and variances with the RME lead.
- Ensure regular programme data is backed up on Sharepoint to ensure safety of the programme data.
- Perform data analysis and update programme documents such as the indicator performance tracking tool and the logframe.
- Work closely with the field teams, to ensure all field reports and support documents are submitted on a timely basis.
- Any other functions as will be assigned by the line manager.
General requirements
· Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Development's quality assurance procedures.
· Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the Jamii Thabiti budget.
· Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with Jamii Thabiti's log-frame. This will involve routine whole-of-project meetings (each week) to undertake detailed review of progress against the log-frame, adjusting workplans and resourcing on an on-going basis to remain on track.
· Adhere to all security advice from Coffey's Risk Management Team.
· Adhere to Coffey International Policies and Procedures as outlined in the Operations Manual.

· Comply with and promote all Jamii Thabiti internal and global policies on child safeguarding, Fraud, conflict of interest, conflict-sensitivity, and Health and Safety.
Special requirements
- Some travel and out of hours work may be required.
- Any other duties as may be required for the exigency of the programme.
The Person
Qualifications and experience required:
- First degree in Statistics, monitoring and evaluation, Mathematics or relevant area
- Minimum three years practical experience in RME system coordination/implementation in a large international non-governmental organisation or other international relief/development body;
- Background of implementing effective RME systems and/or accountability mechanisms in development interventions and
- Demonstrable good track-record in data tracking and evaluation, with the ability to support staff and partners on RME methodology and analyse and disseminate complex information to a range of stakeholder audiences.
- Well-developed research, analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills, with particular competency in participatory research methods;
- Practical knowledge of Justice and Security current thematic issues and debates in the Kenyan context, and of the major institutional donors such as DFID.
- Working knowledge of data/statistical programmes e.g. SPSS, Epi Indo, STATA will be an added advantage.
- Gender aspects of programming and conflict analysis desirable.
