Job Title
Programme Manager – Tanzania
Reports to
Country Director- Tanzania
Job Purpose
To ensure the successful implementation of Sense International’s programmes through efficient management of programme budgets and schedules, by ensuring that programme outputs are delivered to the expected level of quality, through managing relationships with stakeholders including government offices, and through taking corrective action where necessary to ensure the project outcomes and impact are achieved. Additional responsibilities are to design and plan new programmes, report on existing programmes both internally and to donors and to line manage the Programme Officer(s).
Overall Responsibilities
Programme Management
§ Ensure the successful implementation of Sense International’s programmes through efficient management of programme budgets and schedules, by ensuring that programme outputs are delivered to the expected level of quality, and through taking corrective action where necessary to ensure the project outcomes and impact are achieved.
§ Manage the relationships with key stakeholders such as government offices, education and health professionals, development agencies, Disabled People’s Organizations etc in order to ensure the successful achievement of programme outcomes.
Monitoring and evaluation
§ Develop appropriate monitoring tools and systems for each programme and manage the monitoring of outputs, outcomes and impact as per the programme Logframe.
§ Coordinate periodic reviews and evaluation of programme implementation, effectiveness, impact and sustainability.
§ Collect data on a quarterly basis to measure Sense International’s organisational Key Performance Indicators that measure the achievement of Sense International’s global strategy.
Programme Development
§ Contribute to the development of new projects and lead on the development of new programme plans and budgets.
§ Contribute to the development of project concept notes and applications for funding under the direction of the Country Director.
§ Develop partnerships with government, NGOs, Disabled People’s Organisations and other stakeholders in order to create opportunities for new project partnerships and joint fundraising.
Strategic/operational planning
§ Contribute to the development of Sense International Tanzania’s strategy in line with Sense International East Africa’s regional strategy and the overall Sense International global strategy.
§ Assist the Country Director in the development of annual operational plans.
Reporting
§ Report regularly on the progress of the programme to the Country Director, documenting all lessons, challenges, risks and issues and contribute to the quarterly reporting process to the UK under the direction of the Country Director.
§ Manage the process of preparing project progress reports for donors as per the deadlines given by different donors.
Budget development/management
§ Assist the Finance and Administration Manager and the Country Director to develop the annual country budget in consultation with the Global team in the UK Office, by providing relevant data on items required at the field level.
§ Manage, monitor and evaluate the implementation of project budgets within the country programme reforecasting programme budgets as required in order to keep spend against budget on track in response to challenges in programme implementation or exchange rate fluctuations.
§ Review monthly finance and narrative reports to the UK office, working closely with the Finance and Administration Officer and for the submission of donor finance and narrative reports to the Country Director for review.
Advocacy and awareness raising
§ Contribute to the advocacy work of the organisation, participating in advocacy meetings and networks as required and influencing government officials and other key stakeholders in line with the organisations advocacy objectives.
§ Build the capacity of partners and networks to raise awareness about deafblindness for the purpose of identifying deafblind persons and referring them to appropriate services whilst combatting stigma towards people with disability within the community.
§ Build the capacity of partners and networks to advocate for the rights of people with deafblindness.
Staff management
§ Manage the Programme Officer(s) working with them to set personal objectives and to ensure that the Sense International annual appraisal and performance management process is followed.
Other
§ To perform any other duties that may be assigned to him/her.
Person Specification
Essential
§ At least 5 years’ experience delivering projects/programmes for people with disabilities in Tanzania.
§ Knowledge of monitoring and evaluation practices including the designing of Logframes and Theories of Change
§ Intermediate skills in the use of Microsoft Office applications including proficient use of Microsoft Excel
§ Sensitivity to the rights of people with disability
§ Knowledge of Disability Act, Special Needs Education Policy, etc.
§ Knowledge of the challenges facing deafblind persons
§ Willingness to travel regularly, and good skills in interacting with the community
§ Excellent written English and report writing skills
§ Excellent personal communication skills
§ Fluency in spoken English and Kiswahili languages
Desirable
§ A degree in special needs education, or the equivalent from a recognized university
§ At least 3 years’ experience of working with people with deafblindness, with particular focus on home based programmes
§ A diploma/higher level training in deafblindness
§ Training and workshop facilitation skills
§ Knowledge of both sign language and tactile sign language
§ Advanced Microsoft Excel skills
