Background
Tanzania Media Foundation (TMF) is a new organisation that emerged out of the successful implementation the Tanzania Media Fund project from June 2008 until September 2015. It formally began operations in October 2015. TMF is currently implementing its 2015-2018 strategic plan, Strengthening Media for Accountability, towards three basic objectives. The first two are concerned with increasing the professional capacity of media organisations and stakeholders while also increasing the quality, quantity and diversity of investigative and public interest journalism products in the media sector. The third objective is focused on ensuring the organisation’s relevance, growth and sustainability.
Purpose of the Job
The purpose of this job is to review, develop and implement the TMF M&E framework, foster and coordinate internal and external learning through research, surveys, content analysis, and impact verification and produce quality M&E documentation, to input into the quarterly, semi-annual and annual reports. The incumbent will monitor new developments, analyse media trends and the legal work environment to provide knowledge and information for TMF to enable it function effectively as a learning organisation. The role also involves examining the assumptions in the TMF theory of change and testing the practicability of the organisation’s media transformation model.
Reporting Line: The M&E Officer will report to the Executive Director.
Supervisory Role: He/she has no supervisory role.
Employment category: The successful applicant will be employed on a renewable contract basis subject to work performance and availability of financial resources.
Starting date: Effective from 1 February, 2016
Educational/professional qualification: Bachelor’s degree in a relevant subject or an equivalent combination of relevant experience and/or education and training.
Skills, experience and competence
• At least 3 years’ experience in the field of M&E in a reputable organisation.
• Experience translating findings/data into accessible reports for diverse audiences. Fluent in English and Swahili.
• Strong writing and mentoring skills.
• Self-motivated and able to work independently.
• Strong attention to detail and highly organised.
• Leadership qualities to inspire others and a team player.

Detailed specific duties and responsibilities
1. Organise and document applicant’s baseline information to facilitate tracking before and after grant performance results.
• Recommend to the grants’ team projects most likely to deliver the highest accountability impact based on lessons learned.
• Co-design the call for proposals for each grant window in order to capture necessary baseline information.
• Maintain database of all reviewed project proposals and capacity assessment scores.
• Keep track of performance before and during project implementation and after completion of the project.
2. Coordinate relevant research/studies and communicate results timely.
• Organise and coordinate baseline survey for TMF.
• Organise and coordinate audience survey for content grant.
• Organise and coordinate content analysis of both individual and institutional grantees’ outputs.
• Organise and coordinate studies aimed at learning from other media initiatives promoting accountability.
• Organise and coordinate any other studies relevant to TMF work.
3. Develop TMF M&E framework implementation plan and coordinate its execution.
• Review M&E tools for Tanzania Media Foundation.
• Develop manageable implementation plan for the M&E framework.
• Organise and coordinate institutional grantees success story sharing meetings.
• Monitor case studies and significant stories that contribute to accountability in Tanzania
4. Provide inputs for preparing semi-annual and annual narrative reports timely and accurately
• Examine quantity and quality journalism outputs delivered as per agreed project proposal.
• Assess institutional grantees final reports and document all outputs, outcome and verified impact.
• Prepare and share the quarterly, semi-annual and annual M&E reports.
• Provide inputs for preparing the semi-annual and annual narrative reports.
5. Execute effective reflection sessions for internal and external learning.
• Organise reflection sessions for internal and external learning
• Document internal and external learning sessions.
• Conduct all necessary logistical arrangements required for internal and external learning sessions.
6. Budget formulation and management
• To formulate budgets related to the specific portfolio activities.
• Budget holder of a specific portfolio in terms of planning, organising, coordination, execution and controlling to ensure planned activities are always in line with the approved budget.
7. To monitor new developments, track changes in the working environment closely and analyse media trends.
• Monitor changes in the Tanzanian media landscape such as in relation to press freedom, media laws, sector related economic sustainability and pluralism and analyse the effect of these trends on media performance.
• Organise collaborative learning efforts to stimulate fruitful discussion that will impact policy makers through professional networks and forums.
• Identify rapid emerging thematic issues and recommend strategic orientation in order to address them.
8. Examine theory of change to determine what works and how it works
• Facilitate understanding of the theory of change to both internal and external users.
• Provide guidance to the TMF team so that their activity implementation is in line with the theory of change.
• Examine the theory of change regularly and determine what works and how it works in order to use the findings for internal and external learning.
9. Ensure that progressive learning is effectively and efficiently conducted for both individual and institutional grantees
• Oversee all learning-related planning, coordination, organising, budgeting, controlling and delivering of intended outcomes.
• Develop and manage learning feedback loop based on the theory of change.
• Provide recommendation for improvement areas based on lessons learnt.
• Support project staff to implement their learning plan (baseline, midterm, final evaluations, etc.).
