Overall Responsibilities:
Management Sciences for Health (MSH) seeks a Health Systems Strengthening Advisor for an anticipated procurement that will provide technical assistance to the Government of Tanzania (GOT) public health institutions. The goal of the project is to provide technical assistance to public Health institutions in Tanzania including mainland ministry of health, the mainland National AIDS Control Program (NACP) and the Zanzibar Integrated HIV, TB and Leprosy Program to lead and manage the HIV response and build sustainable health system.
The Health Systems Strengthening Advisor is a core member of the project management team and will lead the HSS and HIV technical components of the project. These are in addition to directing, mentoring and monitoring a team of local technical staff to carry out approved activities to strengthen the QA/QI and the HRH components of partner programs. In collaboration with the Deputy Chief of Party, s/he will contribute significantly to providing the overall vision, strategic direction and state-of-the-art technical approaches for the HSS and HIV technical components of the project. S/he will work closely with the project's Senior M&E Advisor as well as the HMIS Advisor in ensuring synergies across their respective components of the project. S/he will demonstrate an in-depth knowledge of HSS and HIV programmatic areas and have sound technical skills on up-to-date methods for effectively providing technical assistance to GOT agencies in a sustainable manner.
Specific Requirements
1. With guidance from the Deputy Chief of Party, lead the project HSS and HIV technical activities components of the project to ensure that the work is technically and logistically sound, collaborative, timely, and is conducted in line with the CDC-approved project work plan and budget.
2. Ensure that the goals and targets for HSS and HIV services are met
3. Ensure that the HSS and HIV technical work plans and budgets are developed and implemented in a timely manner and that the various activities and outputs are clearly linked to the overall project performance monitoring plan.
4. Supervise the HSS staff as assigned. Supervisory responsibilities include, but are not limited to regular meetings with supervisees to discuss issues, track progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Planning and Reviews; communicating, implementing and ensuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
5. Work with the Deputy Chief of Party to prepare and present annual and quarterly project progress and technical reports to MSH, CDC, MOH and other partners.
6. In partnership with the Deputy Chief of Party, meet regularly with senior GOT officials, CDC, collaborating partners, and other stakeholders to share progress, accomplishments and challenges and to advocate and ensure technical assistance activities result in skills transfer in sustainable ways.
7. Serve as a member of the Project Management Team.

- Master's or equivalent degree in medicine, public health or the social sciences from a recognized university.
- Experience in implementing and managing CDC, USAID, WHO, GFATM or other donor-funded health projects related to HSS.
- Ability to guide strategy development, manage technical implementation of donor-funded projects and lead a team as well as ability to supervise, mentor and coach other project staff.
- Experience in monitoring and evaluating project outputs and ensuring timely completion of project activities in a fast-paced environment.
- Ability to work independently as well as in collaboration with colleagues and partners.
- Strong interpersonal communication skills and ability to advocate and bring about consensus with senior government officials and numerous stakeholders.
- Computer literacy; competency with Office, internet and email systems.
- Demonstrated excellent English and Swahili language skills (both written and oral) with the ability to conduct business in English.
- Willingness and availability to travel within Tanzania and elsewhere as required.
