Purpose of the Position
This is a Generic Vacancy Announcement for various posts in the Middle East & North Africa (MENA) Region.
Under the general guidance of the supervisor, and in coordination with the Programme sector, the incumbent is responsible for the design, formulation, management, execution, monitoring and evaluation of the behavioral change and social mobilization strategy, plan of action and programme activities in support of the country programme.
Key Expected Results
The Communication for Development Specialist will achieve the following key results:
1. Programme communication strategy, plan and implementation for behavioural change
- Design, manage, and facilitate the implementation of the programme communication strategy, policy, plan of action and activities for strategic communication and promotion of social and behavioural change.
- Provide technical input toward operational strategies and the development of materials on participatory communication, social mobilization and behaviour change to reach target audiences and the media.
2. Programme communication materials
- Organize the research, development and production of culturally-relevant communication materials.
- Manage the formative research, development, pre-testing and production of communication materials to ensure effective programme delivery.
- Support UNICEF’s global communication objectives and strategies through the development of country-specific and local community materials.
- Ensure the quality and appropriateness of communication materials developed for dissemination to government officials, local communities, key partners and the press.
3. Partnerships for social mobilization
- Provide technical support to government counterparts and other partners on the development and strategic use of communication for social development.
- Collaborate with all stakeholders on the organization of activities, operational research, advocacy and information that support programme communication goals and strategies.
- Develop partnerships with a broad range of community leaders and civil society representatives to bolster their involvement in the implementation of the country programme and enhance their understanding of children's and women's issues through the country level behavior change and social mobilization strategy.
4. Capacity building support
- Develop training materials and activities to build capacity in participatory and behaviour change communication for personnel who are involved in the planning, implementation and evaluation of programme communication interventions.
5. Monitoring and evaluation
- Monitor and evaluate programme activities on the basis of applied communication research and visits to project sites.
- Analyze and evaluate data to ensure achievement of objectives.
- Prepare monitoring and evaluation reports in accordance with established guidelines and procedures.
- Provide technical guidance to programme staff, government officials and other counterparts; coordinate and manage the evaluative elements of key country programme meetings.
- Disseminate communication research findings, lessons learned, best practices, with government officials, programme staff, and other key stakeholders.
6. Budget planning and management of program funds
- Participate in budget and programme review and planning; establish programme work plans and allocation of resources.
- Monitor the allocation and disbursement of programme funds, optimizing their use through a rigorous and transparent approach to programme planning, monitoring and evaluation.
Qualifications of Successful Candidate
Education
- Advanced university degree in the social/behavioral sciences, (Sociology, Anthropology, Psychology, Health, Education) with emphasis on strategic communication planning for behavior development, social mobilization, participatory communication, and research.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Minimum five years of progressively responsible relevant professional work experience in the development, planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
- International Work experience / Developing Country Experience required, preferably in the Middle East & North Africa Region
- Background/familiarity with Emergency situations considered an asset.Language Proficiency
- Fluency in English required, and good knowledge of Arabic highly desirable.
