Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Project Director for Achieving Reduction of Child Labor in Support of Education (ARISE II) program. ****POSITION DESCRIPTION****
****POSITION TITLE:**** Program Director, Achieving Reduction of Child Labor in Support of Education (ARISE II)
****LOCATION:**** Tabora, Tanzania
****DEPARTMENT:**** Civic Engagement and Social Equity
****REPORTS TO:****Program Officer, Civic Engagement and Social Equity
****PROGRAM SUMMARY:****The Program Director will be responsible for implementing a high-quality, results-oriented program to prevent and help eliminate child labor through improved awareness of the hazards of child labor, greater livelihoods opportunities for vulnerable households, and improved access to education for children and youth. This is a new program with an anticipated start date of January 1, 2016.
****ESSENTIAL RESPONSIBILITIES:****The Program Director is responsible for overall project management, supervision, administration, and implementation of the requirements of the project. He/she will establish and maintain systems for project operations; ensure that all deadlines are met and targets are achieved; maintain working relationships with project stakeholders and oversee the preparation and submission of technical and financial reports to the donor. Specific responsibilities include:
  • Lead program start-up efforts, including local staff recruitment, identification of local partners, selection of office space, procurement of vehicles and office supplies, establishment of bank accounts, and other related tasks.
  • Manage all aspects of the program, including: (a) developing and overseeing the program’s strategic annual planning and timely, high-quality implementation of activities and deliverables; (b) forecasting, managing, and monitoring program budget and ensuring that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines; and (c) recruiting, supervising and motivating staff, establishing and maintaining a professional office environment and promoting strong teamwork.
  • With support from field and home office staff, prepare and submit timely and accurate program and financial reports to donor and Winrock.
  • Provide technical assistance, support, and oversight to local consultants and partner NGOs.
  • Represent the project and Winrock to local and national government entities, the media, local NGOs, and the business community.
  • Maintain close communication with home office and donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress.
  • Participate in and make presentations at strategic meetings regarding child labor and protection.
  • Actively engage with and mobilize program stakeholders at the community, district, and national levels to strengthen program and promote sustainability.
  • Share information with/among other ARISE country programs, donor-funded child labor and tobacco sector community programs in Tanzania, and Winrock child labor programs to facilitate a comprehensive, consistent approach to eliminating child labor globally.
  • Work with Winrock to support new program-related funding opportunities.
  • Complete other tasks as assigned by Winrock.
****QUALIFICATIONS:****Successful candidates will have solid experience managing donor-funded programs in complex rural environments with a wide variety of stakeholders. Specific experience and specialization in at least one of the following is required: child labor prevention/eradication, agricultural training/education, youth development, community mobilization, and/or economic empowerment.
****Education:**** University degree in international development, management, social science, human rights, law, public policy or other related field of study required; Master’s degree preferred.
Technical:Minimum of 10 years of demonstrated experience managing child labor prevention/eradication (or closely related programs) required.
Management Experience:Enthusiastic and collaborative candidates who possess strategic vision and the willingness and ability to show results are encouraged to apply.
  • Minimum 7-10 years of progressively responsible and professional experience child labor prevention/eradication (or closely related programs), required
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
  • Strong abilities in financial management, budget design, and budget management.
  • Demonstrated success in motivating, supervising, and building the capacity of staff and fostering effective teamwork.
  • Experience designing and overseeing monitoring & evaluation systems.
  • Good track record working with and/or partnering with a variety of individuals and organizations, including senior U.S. and host country government officials, international agencies, private sector companies, and donor organizations.
  • Experience managing international projects to the highest ethical standards.
****Skills:****
  • Knowledge or understanding of social, economic, and political context governing child labor issues and analysis in developing countries. (preferably in rural sub-Saharan Africa)
  • Fluent English language skills required.
  • Knowledge of regulations, policies, and procedures of international foundations or other complex international government funding organizations.
  • Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills
  • Ability to coordinate with home office, stakeholders, and clients is essential.
  • Excellent oral and written communications skills; demonstrated ability to interact effectively and sensitively with multi-cultural staff, external donors and collaborators is essential.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
