OBJECTIVES OF THE PROGRAMME : The department of Information Technology and Telecommunications has an operational and strategic role. On the one hand, the department provides relevant, quality, reliable, and cost effective IT services in order for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements. The work of the department is categorized under the WHO's programme of Corporate services and enabling functions (Category 6) with specific focus on Effective management and administration established across the organization (6.4). The Enterprise Architecture & Security (EAS), and Technology Architecture as part of it is in the centre of excellence within the department, that defines the technology roadmap for infrastructure and applications, develops technology architectural strategy and design, and identifies the appropriate and cost-effective technological solutions based on functional and non-functional requirements for the business.
Description of duties: - Advocate and augment the principles of business and IT and more specifically technology architecture (TA) strategies. - Analyze enterprise business context (trends and business strategy) to derive technical architecture. - Analyze the current technology environment to detect critical deficiencies and recommend solutions for improvement. - Analyze technology industry and market trends, and determine their potential impact on the enterprise. - "Sell" the enterprise architecture process, its outcome and ongoing results. - Define the principles that guide technology decisions for the enterprise. - Design and lead the implementation of a TA based on business requirements and IT strategies, as well as to rectify gaps and pain points within the current state. - Assist with designing the governance activities associated with ensuring TA compliance. - Oversee or consult on technical architecture (for example, systems and networks) implementation and modification activities (for example, projects), particularly for new and/or shared infrastructure solutions. - Oversee and facilitate the evaluation and selection of hardware and software technology and product standards, as well as the design of standard configurations. - Consult on application or infrastructure development projects to fit systems or infrastructure to the technical architecture, and identify when it is necessary to modify the technical architecture to accommodate project needs. - Identify the organizational impact (for example, on skills, processes, structures and culture) and financial impact of the TA. - Document necessary technical architecture design and analysis work, possibly including project postmortem documentation and metric collection.
REQUIRED QUALIFICATIONS

Essential An advanced univeristy degree (Masters level or above) in Computer Science, Information Technology or related field. Industry certifications covering TOGAF, or equivalent. Desirable Industry certifications covering ITIL Service Management.

Experience: Essential A minimum of 7 years IT experience which at least 3 years at the international level and 5 years focused on IT technology architecture. Demonstrated experience in at least two IT disciplines in a client/server or service-oriented architecture (SOA) environment. Experience using Microsoft Office and Visio to create documents, presentations, and detailed drawings. Experience in working across geographic and cultural boundaries. Desirable Extensive experience in working across multiple time zones without the need for face to face meetings.
Languages: Expert knowledge of English is required. Beginners knowledge of French would be an asset.
Additional Information: This vacancy is published in English only. WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Annual salary: (Net of tax) USD 68'294 at single rate USD 73'338 with primary dependants	Post Adjustment: 89.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
