DESCRIPTION
NRGI seeks a full-time Economic/Policy Analyst that will be a member of the Tanzanian Team leading on policy research, analysis on the impact of resource revenue on socio-economic development; institutional arrangements and financing of the National Oil Company. He/She will lead on delivery of NRGI’s technical assistance to the government and support delivery of such technical assistance to parliamentarians, CSOs and the Media in a way that will help Tanzania manage its natural gas and mineral wealth more effectively and derive long term benefits to the country and the people. The Analyst will liaise with NRGI technical staff in Tanzania, L&E technical based in NY and Ghana.
RESPONSIBILITIES
I. Research and Policy Analysis
- Monitor and analyze implementation of state policies and laws related to extractive resource revenue management and NOC's institutional set up, functions and financing.
- Lead and or participate (support) research projects to produce policy briefs, memos, and full-length reports as may be required by the partner client or NRGI specifications to inform public policy debates.
II. Technical Assistance and Capacity Building
- Make presentations on NRGI research and Policy Analysis and recommendations to policymakers, law makers, Civil Society Advocates and the media.
- In collaboration with other team members, organize and deliver capacity building workshops with key stakeholders across the executive officials, parliamentarians, Political parties, civil society, media and multi stakeholder initiatives (EITI and OGP) and Political parties
- Documenting lessons learnt from program implementation in his/her area of focus.
III. Outreach
- Solicit interest in NRGI's Technical assistance on revenue management and NOC financing policy issues from relevant state and non-state agencies and deliver on such demands.
- Create and maintain strong relationships with senior government officials, attending relevant conferences and meetings
- Organize or support stakeholders-policy dialogue on Revenue Management and NOC financing
IV. Program Management
- Contribute to the strategic discussions on the implementation of the country program
- Participate in core team meetings, regional and thematic meetings/calls
QUALIFICATIONS
Requirements:
- At least a graduate degree in in economics, finance, public policy, law or related fields.
- 7+ years of directly relevant work experience in senior position.
- 5+ years of experience in advising decision-makers on substantive socio-economic policy issues in a developing country setting - experience in Tanzania or East Africa is preferable.
- Experience working with governmental and non-state actors on development policy issues.
- Familiarity with the special challenges facing developing countries and the impact of transparent and accountable institutions on effective natural resource management, or similar sectors (energy, infrastructure, etc.) is an added advantage.
- Solid analytical skills
- Excellent written, verbal, organizational, analytical and interpersonal skills; working knowledge of Kiswahili is required.
- Ability to work efficiently in a fast-paced environment, troubleshoot and follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting;
- Strong facilitation and training skills.
Other Skills Required:
- Excellent computer skills, proficient in Microsoft Office and experience with internet research and database management; proficient knowledge of statistical analysis package (R, Stata, etc…) is an advantage;
- Exercise good listening and communication skills with sensitivity to cultural communication differences;
- Effectively work as a team member and independently, with a high-level of self-motivation and ability to set and meet goals;
- Show discretion and ability to handle confidential issues;
- Knowledge of key organizations and networks active in the field;
- Pleasant, diplomatic manner and disposition in interacting with colleagues and the general public.
Compensation: Commensurate with experience.
Work Hours: Full-time position, approximately 40 hours a week
Start Date and duration: As soon as possible.
