Introduction
The Global Health Bureau (GHB) is known for its technical expertise and for its ability to support country programs in strategic planning, program development, talent management, and inclusive leadership in supporting interagency implementation of the Global Health Initiative (GHI). Within GHB, the Office of Country Support Unit (OCS) supports the vision, implementation and analysis of Agency initiatives and priorities (e.g., GHI, Promise Renewed, USAID Forward and follow up on the Global movement to end child preventable deaths in the field. The Office manages the USAID/W Country Health Team System ensuring strong strategic support to the field and undertakes analysis and documentation of Agency best practices, working closely with GH Bureau staff and across USAID/W. The Office also plays an important leadership role in supporting a cross-cutting focus on achieving results, coordination within USG and ensuring that efforts are strongly grounded in a common understanding of country-level needs and opportunities. Within this context, the Office of Country Support functions are as follows:
- Coordinate strategic technical and management assistance, talent and knowledge management;
- Ensure high-quality information and advice on country context, issues and challenges—being on the forefront for identifying and supporting the resolution of emerging issues;
- Leadership in interagency policy development and field implementation; and
- Vanguard for sharing knowledge and influencing strategic reforms- ensuring interface and impact in country programs.
Analysis and documentation has a renewed emphasis, given the importance of demonstrating and communicating success across countries and to a range of diverse audiences in implementing Agency/GH initiatives, priorities and strategies.
I. Position Location and Supervision
As a catalytic office working across GH and regional bureaus, the Office of Country Support (OCS) is the critical link for ensuring strong implementation of and communication about critical priorities to the field. The Office works with USAID missions, and across USAID/W and with interagency partners, playing an essential role as the primary contact, advocate and principal coordinator of health technical, strategic and programmatic support for USAID mission health programs. The Office comprises staff who work in two primary interrelated ways: 1) Staff who work on analysis, tools, documentation and policy related functions; and 2) Staff who primarily support missions and the USG on GHI program implementation – within USAID and interagency. The Office includes three Policy professionals, three Regional Coordinators and the eight Senior Country Advisors. This position reports to the Office Director and works directly with the Director and Senior Advisor as required.
II. Major Duties and Responsibilities
Within the OCS, the Policy Analyst/Documentation Specialist will work with OCS staff to identify and analyze of implementation issues or best practices related to GHI principles, USAID Forward reforms, or support for the Promise Renewed platform across missions and ensure strong documentation. Additionally, the incumbent is responsible for developing a variety communications related to country support including taking the lead on talking points, profiles, updates, strategies, country profiles, briefing packets, other high-visibility OCS communications and working with mission on documenting success stories/lessons learned.
The incumbent will also support Office leadership and staff to communicate clearly and strategically and take responsibility for the content of Office documents and final editing, production and coordination with appropriate staff. Products should require minimal review by other staff and should meet all deadlines.

- Minimum five years of writing and analytical experience working in international health and/or international development.
- Excellent analytical and writing skills, including writing persuasively and creatively, distilling complex technical, strategic and policy ideas into easy-to-understand communications.
- Master’s degree in policy, public health or associated area.
- Knowledge of the theories and principles of international relations, political science, economics, geography, history or other related disciplines to analyze and document factors and conditions involved in the administration of US foreign policy programs related to health highly desired.
- Substantial knowledge of the culture, socio-cultural norms for health or development programming highly desired.
- Proven ability to establish and maintain effective working relationships at all levels.
- Ability to travel to provide support for analysis and documentation of Agency/GH initiatives and priorities in the field - up to 25% of the year.
- US Citizenship required with ability to obtain Secret Security Clearance.
