EAC PROGRAMME OFFICER


The East African Community ( EAC), the Common Market for Eastern and Southern Africa (COMESA) and the Southern African Development Community (SADC) are join tly implementing a Programme on Climate Chang e Adaptation and Mitigation in the Eastern and Southern Africa (COMESA-EAC-SADC) Region under the COMESA-EAC-SADC Tripartite ramework. The overall objective of the Progr amme is to address the impact of climate change through successful adaptation and miti gation actions aimed at building socio-econo mic resilience of communities through Climate-S mart Agriculture (CSA). The Programme is intended to increase investments in climate resilien t and carbon efficient agricultural practices and strengthen linkages between agriculture, f orestry, and other land uses (AFOLU) and re newable energy practices in the COMESA-EAC- SADC Member/Partner States.

The EAC Secretariat has received funding from the Government of Norway; the European Union; and the Government of the United Kingdom and Northern Ireland th rough COMESA towards the implementation of the Programme. Part of the funds will be irected towards supporting positions established as part of the Programme Management Unit ( PMU) that will be charged with providing technica l, coordination and administrative functions to be implemented by EAC individually and jointly w ith the other Implementing Partners (COMESA and SADC).

Applications are therefore invited from suitably qualified citizens of East Africa for the following position tenable at the EAC Secretariat in Arusha, Tanzania.

PROGRAMME  OFFICER

Grade: Equivalent  to P2  Professional  Staff  Grade

Directorate: Productive  Sectors
Reports to: Principal  Environment and  Natural  Resources Officer

Main purpose of  the Job:

To promote the adoption and up-scaling of climate smart agricultural practices and policies interventions in agriculture, for estry and other land uses, increasing clima tic resilience of communities and economies thr ough adaptation and contributing to greenhous e gases emission reductions through the Clean D evelopment Mechanism (CDM) and Reducing Emission from Deforestation and Forest Degra dation (REDD) mechanisms.

Duties  and Responsibilities:

1. Oversee the implementation of specific agriculture, forestry and other land uses practices in the context of climate change adaptation and mitigation;

2. Support the establishment a regional Catalytic/Results Facility to support regional investments in Climate Smart Agricultural practices including Conservation Agriculture;

3. Provide technical support to establishment and facilitation of National and Regional Climate Smart/Conservation Agricultural Task Forces;

4. Support the development of Regional and National Climate Smart Agricultural Investment Frameworks;

5. Coordinate the implementation of Regional and National Climate Smart Agricultural Projects;

6. Support the development and implementation of climate change adaptation and mitigation projects in the forestry including Reducing Emissions from Deforestation and Forest Degradation (REDD+);

7. Support the preparation of Projects Annual Work Plans and Budgets based on the Programme Document and quarterly and annual activity reports;

8. Provide technical assistance on climate change mitigation interventions in the region with a focus on the Clean Development Mechanisms (CDM) in energy, transport and waste management and industrial development within the context of Green Economy and Nationally Appropriate Mitigation Actions (NAMA);

9. Participate  in  the  joint  planning,  monitoring  and  reporting  of  Programme  activities;

10. Support  technical  preparation  and  facilitation  of  regional  climate  change meetings
with    a    view    to    developing    a    common    understanding    and    approach    towards
responding  to  climate  change  issues  in  the  region;

11. Spearhead the preparation of climate change adaptation and mitigation projects in agriculture, forestry and land use and mobilizing resources for their implementation;

12. Support Partner States to access adaptation funds and other climate change financing sources and mechanisms through national investment frameworks for climate adaptation in agriculture, forestry and other land uses; and

13. Promote  a  positive  corporate  culture  and  image  of  the  Community.

Qualifications  and Experience

Masters Degree in Environmental Sciences, Agriculture, Forestry, Natural Resources Management, or other related disciplines.

Minimum of eight (8) years of progressive experience in sustainable agriculture, forestry and other land uses (AFOLU) including Conservation Agriculture programming; with a minimum of 3 years at a senior management level.

Skills and Competencies

Extensive knowledge in sustainable agriculture, forestry and other land uses (AFOLU) policy and practice in the context of climate change adaptation and mitigation; including climate smart agriculture. Demonstrate knowledge in climate change mitigation, sustainable development and green economy programming; climate finance mechanisms, preparation of climate mitigation projects. Knowledge of regional integration issues and implementation on donor funded projects and resource mobilization at the regional and international level will be added advantages; and good oral and written communication skills, report writing, facilitation and negotiations skills; proficiency in Microsoft Office and statistical software.


TERMS  AND  CONDITIONS  OF  SERVICE

These are non-established project positions tenable at the EAC Secretariat Headquarters in Arusha, Tanzania. The positions are supported by COMESA through donor funds provided by the European Union, the Royal Norwegian Government and the Governments of the United Kingdom and Northern Ireland.

The positions will be tenable for a period not exceeding four (4) years subject to satisfactory performance and availability of funds.

The  above  positions  will  be  subjected  to  the  EAC  quota  system.
