Context
South Sudan Red Cross (SSRC) is relatively young National Society (NS). By the signing of the Comprehensive Peace Agreement in January 2005, only four branches existed in the South. In September 2006 the South Secretariat of the Sudanese Red Crescent Society was established as a counterpart of the Government and to represent the Red Crescent in Southern Sudan. The structures of the Sudan Red Crescent in South Sudan were transformed in to the South Sudan Red Cross on the 9th July 2011 following the independence of South Sudan.
One of the major challenges of operating within the South Sudan and without context and in particular with a new National Red Cross Society is naturally that the challenges are related to very limited organizational capacities and structures on which to build.
Establishment of the Disaster Management department took place during the second half of 2011, supported by the Danish Red Cross in collaboration with ICRC. There is a huge challenge in the development of the SSRC DM capacity, since the DM needs to develop in tandem and interact with the administrative, financial, Human resources and not the least Organizational Development functions of the SSRC in order to be well positioned.
Since 2004 the NLRC has been and continues supporting the South Sudan Red Cross in activities ranging from management of PHC units to HIV activities integrated with the PHCs.
The NLRC is supporting SSRC in their Disaster Management ambitions by implementing a 5 year programme, called Response Preparedness. Goal of this programme is to strengthen the capacities of South Sudan Red Cross in emergency preparedness and response. Building a central warehouse in a/o Juba, is part of this programme.

Summary Statement of Responsibilities
The Construction Delegate will be responsible for the supervision of the construction of Central Warehouse in the NS HQ premises in Juba. According to this, he is responsible for strategic planning, designing, reviewing and preparation of Contract documents to ensure that identified deliverables are completed within agreed time and budget.
S/He will supervise Contractor’s works, and provide technical advice on construction activities while maintaining procedures stipulated by Project Donor and SSRC. The Delegate will strengthen project team’s technical knowledge and skills to enhance the quality of construction work in the project area and ensure long lasting sustainable results.

Duties Applicable to All
• Work towards the achievement of National Red Cross / Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork. • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.

Key Responsibilities
a) Evaluate construction site and related technical documents submitted by Contractors for the Central Warehouse in light of budget allocation, technical and financial requirements and prequalification of Contractors without compromising quality and safety of the building.
b) Design the warehouse and come up with the BQS and cost estimates for the construction of the warehouse.
c) Conduct feasibility studies in the location prior to start of the works (including surveying the site, soil analysis, etc.
d) Prepare construction tender documents and technically evaluate the bids for the award of Contract to the most responsive bidder (Comparative Bid Analysis according to NLRC procurement rules).
e) Supervise Contractor’s works and issuance of the site instruction to improve quality and ensure the timely completion of construction activities within assigned budget.
f) Liaising with line ministry to ensure smooth completion of construction activities in extremely challenging environment and according to project agreements with SSRC (Role SSRC is mainly administrative).
g) Act as focal person in regard to the construction activities to ensure communication and timely response on issues and concerns raised regarding construction processes, and to maintain communication lines between Contractors and SSRC
h) Supervise the quality construction of the warehouse
i) Ensure that construction material is supplied timely and in acceptable quality and used according to agreements, as well as identify feasible and cost effective modes of construction.
j) NLRC delegate will provide technical and project management support to the national society.
k) Compile and submit regular financial and narrative progress report on timely manner.
l) Submit a comprehensive mission report containing a financial final report.

Qualifications
• Master Degree in civil engineering or equivalent.
• More than 5 years experience in construction management, cost estimation and project budget control.
• Conducted similar works with reputable organizations.
• Skills in project planning and implementation, project scheduling and resource allocation.
• Strong Civil Engineering computer skills (AutoCAD, Word, Excel, PowerPoint, E-mail).
• Highly motivated and committed.
• Strong initiative, diplomacy, flexibility, and sound decision making skills are required;
• Previous experience working for a humanitarian aid organization in a developing country is required. Work experience in Africa is preferred.
• Prepared to work in a challenging environment.
• Demonstrated understanding and knowledge of the Red Cross Red Crescent Movement is highly preferred. Successful completion of the Red Cross Basic Training Course is an asset.
• Strong commitment to the Principles of the Red Cross Red Crescent Movement;
• Demonstrated experience in staff management and development.
• Demonstrated experience in developing and conducting training and in sustainable knowledge transfer.
• Demonstrated experience in project financial management; budget preparation, financial reporting, and forecasting.
• Demonstrated ability in networking and developing relationships with various partners and stakeholders;
• Demonstrated experience of working effectively within a multicultural team;
• Strong communication skills, both written and verbal, in English are required.
• Must have a valid driver’s licence, with the ability to drive manual gears;
