Background
The last MICS conducted in Somalia was MICS 3 in 2006. While other region specific surveys have been conducted recently in Somalia, availability of updated national representative statistics remains limited for most key indicators. Further, the need to monitor progress towards goals and targets set in the various key international agreements (for example the Millennium Development Goals and the World Fit For Children) and to provide up to date information on the situation of women and children in Somalia formed the main basis for conducting MICS 4 in Somalia. Due to the fragmented national government structures, UNICEF took a strong role in supporting the implementation of MICS 4 with close involvement of government departments and institutions in Somaliland and Puntland.
Somalia MICS4 was designed as a national cross sectional survey with the three zones (Somaliland, Puntland and Central South) being treated as separate strata, making it feasible to produce statistically reliable estimates at national level, zonal level and regional level for most indicators. So far, MICS4 has been implemented in Somaliland and Puntland with data collection, data entry, data analysis, preliminary reports write up and draft Final Reports having been undertaken. The next key task is the dissemination of the survey preliminary results for Somaliland and Puntland, finalization of the Somaliland and Puntland Final MICS4 reports and to follow up on the planning for the implementation of MICS in Central South Zone.
Scope and methodology:
The Consultant will work closely with the PME team, government authorities, UNICEF ESARO and UNICEF Somalia Sections in undertaking the various tasks namely dissemination of the MICS4 preliminary results for Somaliland and Puntland, finalization of the Somaliland and Puntland Final MICS4 reports and follow up on the planning for the implementation of MICS in Central South Zone
Tasks:
i) Undertake dissemination of MICS4 preliminary results for Somaliland and Puntland. ii) Support in addressing the various MICS related data requests or questions. iii) Support the equity analysis work which will mainly use MICS4 data iv) Finalize the Final MICS4 reports for Somaliland and Puntland, with UNICEF ESARO and UNICEF Headquarters approval obtained. v) Undertake detailed planning for Central South MICS implementation including e.g.:
a) obtaining consensus on the present CSZ MICS survey protocol b) defining the detailed survey implementation plans c) defining the actual of survey implementation locations and dates in view of access d) sourcing for any additional needed survey supplies e) finalization of survey tools f) definition of implementing partners.
Management, Organisation and Timeframe: The position will be managed by UNICEF Planning, Monitoring and Evaluation section and will report directly to the Monitoring and Evaluation Specialist. The MICS4 Reports Write Up Consultant will work closely with the MICS4 Reports Write Up Consultant, Data Communications Officer, UNICEF Technical staff, Ministries of Planning in Somaliland, Puntland and CSZ. The Consultant will be based in Nairobi with travel to Somalia. The duration of the assignment is for a period of six months.
Deliverables at the end of the Assignment: • Somaliland and Puntland MICS4 preliminary results disseminated • Finalized versions of Somaliland and Puntland MICS4 FINAL reports with approval from UNICEF Headquarters in May 2013. • The planning of the CSZ MICS finalized including: Survey Teams for CSZ MICS in place Refresher training of ToTs undertaken CSZ MICS implementation partners defined CSZ MICS Survey protocol approved by UNICEF ESARO and UNICEF headquarters Data collection tools for CSZ MICS finalized. All needed supplies for the survey sourced. The sampling frame for CSZ MICS finalized and sampling undertaken Government authorities in CSZ MICS endorsement of the survey protocol obtained Survey Technical committee formed and functional Data entry plans set up
Required Background and Experience The position should have the following qualifications and experience:
• Advanced University degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field; • At least 5 years professional work experience in the field of research and analysis relating to programme monitoring and evaluation; • Excellent proven report writing skills • In-depth Knowledge of human development indicators; • Familiarity and experience with SPSS data analysis software; • Previous experience in conducting MICS, an asset; • Previous experience in conducting large scale research especially MICS in Somalia or similar context an asset; • Excellent written and verbal English; • Good interpersonal communication skills. • Knowledge of Somali culture and previous experience of work within Somalia will be an added advantage
