Background
UNICEF Somalia is currently implementing Training of Trainer (TOTs) sessions to support the roll out of an integrated package on Nutrition, Hygiene and Health Promotion (NHHP), with international and local NGOs in the three zones of Somalia. The integrated package addresses immediate and underlying causes of child malnutrition in Somalia and it builds on work already done by UNICEF in IYCF Counselling packages, Somali Nutrition Treatment guidelines, the Hygiene Improvement Framework as well as the Global WASH cluster Hygiene Promotion training. An initial training/TOT manual was developed in April 2012 to deliver the NHHP package. To date, a total of 3 TOT trainings have been conducted across the 3 zones of Somalia, involving approximately 85 participants from partner organisations. The initial manual has supported their training and fieldwork. Through this experience and roll out, useful ideas and suggestions for improvement, both in terms of process and of content, have informed on-going reviews of the existing TOT manual. The need to produce a simpler manual, one which actively supports participatory approaches and use in interactive ways with adult learners in informal field settings, has been highlighted through experience to date. This proposed work stems from that recognition.
UNICEF Somalia currently implements several trainings each year for Outpatient Therapeutic Programmes (OTPs). The existing concise OTP training outline is uniquely focused on the technical aspects of implementing OTP and does not currently offer any methodology for conducting training or learning for OTP personnel. Consequently it needs refining and restructuring to ensure it is adult learning friendly, ready for use in participatory ways, and more appropriate to intended audiences.
UNICEF is therefore seeking a consultant with solid experience in the field of participatory and adult learning techniques and of training trainers and facilitators, to support the revision of the existing resources to ensure they are appropriate for their users in Somalia.
Purpose and objectives Under the guidance and supervision of the Learning and Development Specialist and in collaboration with the Nutrition Specialist (Nutrition and Hygiene Promotion) and the Nutrition Specialist (IMAM) the consultant will:
• Thoroughly revise and edit the existing Nutrition, Hygiene and Health Promotion Training of Trainers Manual and OTP Curriculum to make them more supportive of participatory approaches and use. • Focus especially on process and structure of the resources, to ensure the guides are restructured in ways that foster participatory approaches by intended users (trainers and facilitators). • Re-structure the training material and each session as needed, based on the above, and on negotiations and agreements reached with UNICEF Somalia Nutrition staff. • Simplify and edit the resources and language used, based on the above. • Ensure consistency in the structure of revised sessions and in methodology and methods advocated, throughout the resources. • Ensure the resources are produced to a high quality in terms of process, proposed methods and content, ready for field use.
Specific activities include
• Work closely with the UNICEF Nutrition Section’s Learning and Development Specialist (LTD Unit Manager) and Nutrition Specialists (Nutrition and Hygiene Promotion, and IMAM) to negotiate and agree on how best to re-structure the existing resources, to make them more participatory in structure and orientation, for field use. • Propose a new structure for the revised, adult learning friendly, trainer/facilitator’s guides and adjust based on agreements with UNICEF team. • Add 2-3 pages on Effective Facilitation Skills and Techniques, at start of each guide. • Add suggestions of participatory learning exercises, games and methods, to effectively communicate key points, ensuring consistency throughout sessions. • Include details about: Suggested timings and draft agenda, necessary facilitator preparation, room layout, handouts, options for different sized groups etc. • Edit unnecessary detailed content and add several (approximately 3-4) useful key resources per topic, with weblinks/urls where appropriate and possible. • Make the NHHP manual more accessible and less dense. • Use critical comments and ideas from UNICEF staff to inform on-going review and refinements in the editing and restructuring process. • Participate in a 1 day meeting (per guide) with key partners and intended users in order to gather and incorporate their feedback. • Submit to UNICEF completely revised, edited and re-structured resources, as per agreements reached with UNICEF staff through the process. • Submit final versions of each resource based on UNICEF staff critical feedback on the above
Methodology and Technical Approach The consultant will liaise closely with the Nutrition Section’s Learning and Development Specialist and Nutrition Specialists (Nutrition and Hygiene Promotion, and IMAM) throughout the assignment. They will tailor their edits, restructuring and additions to reflect discussion and agreements reached with the UNICEF staff involved.
The overall time frame will be 30 working days over 8 weeks.
Outputs/Deliverables
- Critically review the resources and session structure, based on relevant participatory-learning experience and expertise. Days 1-3.
- Propose new structure and format for whole manual (Nutrition, Hygiene, and Health Promotion - NHHP) and for each session, based on initial discussions and agreements with UNICEF staff. End Day 4.
- Present revised structure and format of 50% of the NHHP manual, based on participatory adult learning approaches and initial agreements reached with UNICEF staff. By Day 9.
- Submit Draft 1 of the NHHP manual restructured, including additions and revisions of each section and session based on critical feedback from UNICEF staff and key partners/users. Day 15.
- Submit final revisions and editing of whole NHHP manual, based on critical feedback from UNICEF staff and key partners/users. End of Day 20.
- Propose new structure and format for whole trainer’s guide (OTP Curriculum) and for each session, based on initial discussions and agreements with UNICEF staff. End Day 23.
- Submit Draft 1 of the restructured OTP guide, including additions and revisions of each section and session, based on critical feedback from UNICEF staff and key partners/users. Day 26.
- Submit final revisions and edited whole OTP trainer’s guide, based on critical feedback from UNICEF staff and key partners/users. End of Day 30.
Required Background and Experience
• Degree in International Development, Community Health or related field • At least 7 years of solid experience using participatory adult learning approaches in international development and/or health and nutrition contexts, in the African region. • Demonstrated commitment to the principles and practice of participatory adult learning approaches. • Demonstrated experience planning, managing and facilitating Training of Trainers (TOT) and Training of Facilitator (TOF) processes. • Demonstrated experience producing and editing English language resources for use in international development, health and/or nutrition contexts, for adult learners. • Proven strong editorial and written skills. • Strong inter-personal and communication skills. • Willingness to work closely with UNICEF staff and to revise documents on the basis of critical feedback. • Experience adapting resources for use in particular social and cultural contexts, to meet the needs of particular audiences (especially at field level). • Knowledge of current Somalia context desirable. • Knowledge and experience of nutrition/hygiene programming desirable. • Knowledge of Somali language desirable
Conditions of work
The consultant is expected to work largely from home with frequent meetings with UNICEF staff. No workspace or computer will be provided
A working week is defined as 5 working days All work to be undertaken in Nairobi. Remuneration: 30% on satisfactory submission of revised structure and format of 50% of the NHHP manual (Deliverable 3 expected Day 9). 35% on satisfactory completion of NHHP manual. Remaining 35% on satisfactory completion of remaining deliverables.
