PSI/Ethiopia seeks candidates for the position of Behavioral Communications Advisor. This position is proposed as key personnel for an in-school youth-targeted HIV Prevention and SRH Promotion program funded by USAID. The candidate will lead the development and implementation of evidence-based HIV/SRH behavioral communications programs targeting a range of in-school youth. S/he will strengthen the capacity and systems of school communities and relevant stakeholders to design and implement youth HIV Prevention and SRH promotion programs, including providing technical assistance to Government and USG partners to develop youth program strategies, curricula and standards. The Behavioral Communications Advisor will translate evidence to action through DELTA-based strategic planning approaches for evidence-based program and message design, and will implement innovative communications technologies which meet the needs and preferences of in-school youth.
The key personnel position requires USAID approval, is based in Addis Ababa, Ethiopia with periodic travel to target towns and schools. It reports to the Chief of Party, works hand-in-hand with other technical and managerial staff, and supervises a team of 5-10 staff. The application deadline is April 12.

Key Responsibilities
- Review existing evidence base for in-school youth-targeted programming and lead additional qualitative and quantitative behavioral research among youth target populations to segment those target populations and to understand the underlying factors influencing HIV risk reduction and SRH promoting behaviors.
- Facilitate DELTA planning process to segment the in-school youth target populations and to design evidence-based behavior change communications programs.
- Review international, regional and local best practice tools for in-school youth targeted behavior change communications, and work closely with GoE structures (including federal, regional and town-level health bureaus and multisectoral coordination bodies), USAID and youth partners to standardize best practice IEC/BCC materials and approaches.
- Oversee the technical quality of youth-targeted training and peer education and youth networking programs, including life skills and assertiveness programs.
- Lead the development and implementation of capacity building and systems strengthening of school communities and relevant stakeholders, including support for integrated curriculum development/adaptation, and strengthening of data management and reporting systems.
- Use existing and new evidence to develop standards for youth-friendly services, leveraging linkages with other partners and programs to ensure access to youth-friendly services for in-school youth.
- Contribute evidence-based approach to national and USG youth strategy development efforts.
- Represent PSI’s institutional evidence-based behavioral communications capacity within the SBCC partnership and to high level partners in the education sector.
- Develop/adapt, pilot, disseminate and implement SBCC quality assurance approaches and tools.
- Lead and manage a SRH communications team through performance goals, routine feedback, capacity building and performance appraisals.
- Identify, test and scale up effective innovative communications technologies which address the specific needs and interests of in-school youth.
- Perform any other responsibilities as requested by the program COP or Senior Management.
QUALIFICATIONS:
- Minimum Masters Degree in Public Health, Social Sciences or equivalent.
- At least six years senior-level experience designing and managing HIV programs in a mixed epidemic situation; prior USAID project management experience preferred.
- Previous experience in, or demonstrated understanding of, youth-targeted HIV/SRH programs highly desirable.
- Fluency in spoken and written English
- Knowledge of and experience using Microsoft Office
- Excellent writing and presentation skills essential
- Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential
