Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of information and communication technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

Main Purpose

Reporting to the Team Leader of the Information Systems Team, the Database Administration Assistant oversees day-to-day operations of databases to ensure the confidentiality, integrity and availability of electronic data, structured and unstructured, for the Department of Safeguards. Additionally, the Database Administration Assistant works to ensure the interoperability of systems allowing for the input, storage, manipulation and retrieval through standard database management systems, custom applications, search engines and data integration tools.

Working Relationships

The Database Administration Assistant partners internally with the database administration team, systems engineering team, security team, software development teams, architecture team, project managers, and service desk staff to address technical issues reported by customers, and regarding other technical issues and system upgrades. The Database Administration Assistant also partners externally with support vendors to address maintenance and support issues, and with network and security engineers to design and implement secure and reliable systems.

Functions / Key Results Expected

  • Maintain relational database infrastructure, software, upgrades and patches.
  • Perform routine maintenance and monitoring work to ensure continous database operations (e.g. check event log, disc space availability, error log file, event log, SQL agent jobs, SQL server and Oracle services availablability, memory, I/O contention).
  • Perform database capacity planning resource utilization monitoring and management.
  • Assist in developing purge and archive criteria and procedures for historical application data.
  • Maintain database backup procedures, monitor databases backup, clustering, mirroring, replication and failover.
  • Restore and recover databases as per request.
  • Perform analysis and tuning to maintain and enhance database operations, integrity and performance with the support of senior database administrators.
  • Support application developers and end users regarding database problems.
  • User account and roles administration.
  • Maintain change management procedures and regularly report details of database server and database software items that have been installed and removed so that configuration management records can be updated.
  • Assist Database Administrators on tasks as required.

Knowledge, Skills and Abilities

  • Good knowledge of relational database systems, associated utilities and tools (in particular those supporting SQL Server and Oracle).
  • Good knowledge in SQL language and writing complex queries and procedures.
  • Good knowledge of Enterprise Content Management support.
  • Good troubleshooting and problem resolution skills.
  • Good knowledge of databases backup and recovery scenarios.
  • Strong communication skills, including effective presentation skills, and willingness to write technical documents.
  • Strong customer orientation and interpersonal skills to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • The ability to work independently and as part of a team.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of six years of relevant working experience.
  • Experience with SQL, stored procedures and scripting.
  • Good experience in maintaining, configuring, and managing relational databases and client software in various environments, including Sun Solaris and Microsoft environments.
  • Experience in data warehouse systems, SQL reporting services, collaboration tools and data migration tools desirable.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Excellent knowledge of both spoken and written English is essential. Knowledge of German and of any other official IAEA language (Arabic, Chinese, French, Spanish, Russian) is an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
