The aim of the “Support the Development of National Employment Framework” Project Initiation Plan (PIP), which is a one year UNDP project, is to provide technical support to drawing employment road map and developing national strategies for employment. The PIP also aims at developing a Project which will contribute to improving the employability and enhance the technical, vocational and entrepreneurial skills of men and women including people with disabilities.
This will be done through conducting the following:
Assessment of Capacities of Vocational training centers and identifying their needs in conflict areas, Informal apprenticeship research for Khartoum, East Sudan and 3 States of Darfur, Round table discussion on employment and Capacity building for the national authorities on development of a national employment strategy, Drafting projects proposals for vocational training centers (disabled/women), voucher training and Introduction of ‘Know About Business’ tool to be incorporated in Sudan educational system at high schools and universities.
During the one year period of implementation of the PIP, the necessary preparatory assessments, researches and capacity development will be carried out by ILO as the Executing Agency making use of the long experience and the comparative advantage they have in this domain. The Ministry of Human Resources Development and Labor (MoHRDL) is the national counterpart and the senior beneficiary of this project.
The PIP will result in the development national employment strategy, mainstreaming the employment into the national development framework and developing one or more projects documents for large -scale Project/s in Sudan that will improve the employ ability and enhance the technical, vocational and entrepreneurial skills of men and women including people with disabilities.
Duties and Responsibilities:
UNDP is seeking to recruit a competent international consultant to be based in the Ministry of Labour and mainly to perform the following duties and responsibilities:
Oversee, monitor and provide technical guidance & advice on the quality of results of the project outputs which are implemented by the ILO, as an Executing Party, in line with a Letter of Agreement signed with the UNDP. Provision of on the job technical assistance to the Ministry of Human Resources Development & Labor particularly on activities related to UNDP-ILO Letter of Agreement: Employment Strategic planning Development of a national strategy on employment Preparation of the Ministry Employment Action Plan Monitoring the Ministry Labor Force Survey for quality assurance
Ensure that technical knowledge is imparted to the MoHRDL in a sustainable manner on the abovementioned areas through working closely with Ministry relevant staff, thus enabling the Ministry to maintain and replicate the developed mechanisms Play key coordination role between MOHRDL, ILO & UNDP throughout the project life span
Deliverables:
Inception report on the assignment plan of action (to be submitted after 15 days of starting) describing the mechanism to be used, the proposed main activities and timeframe of the consultancy; Monthly activity reports stating the progress of implementation of ILO assignment and the consultant achievements and the key milestones to be achieved in following month; Final Evaluation Report assessing the project achievement with incorporation of the Ministry comment.
Recruitment Qualifications
The international consultant will be recruited mainly to technically oversee the project quality of results, work closely with Ministry of Human Resources Development and Labor and on job technical assistance to the Ministry relevant staff.

Advanced university degree in Development Economics, Law, or relevant fields;

Languages: Fluency in both Arabic and English is a must

Other Requirements: The consultant should bring his/her own laptop computer.
Payment: The standard method of payment to consultant, whether national or international, shall be the output-based lump sum scheme.
