Context

The Democratic Republic of Congo, comprising over 60% of the Congo Basin, is one of the most mineral-rich nations in the world. It is known to have major reserves of a wide range of minerals from uranium and diamonds to tin and gold. It is also home to exceptional biodiversity. Nearly 50 percent of Africa’s forests lie in DRC.

DRC is also home to over 66 million people, many of which derive their livelihoods directly from artisanal and small-scale mining (ASM). There has been significant growth in the country’s formal (principally industrial-scale mining) and informal (principally artisanal and small-scale) mining sectors. DRC’s mineral sector is big and is predicted to get even bigger. The World Bank estimates that within ten years, the DRC’s mining sector could contribute 20-25% of GDP and one-third of total tax receipts. In order for this development and economic growth to be sustainable, environmental and social needs must be considered. Currently there are a suite of opportunities to help guide the future of extractive industry development in the DRC, particularly since much of the mining development is in its early stages.

WWF DRC is seeking an Extractive Industries Coordinator to support and coordinate sustainable extractive industry development in the DRC (particularly oil, mining, and associated infrastructure). He/she will facilitate contribution of extractive industries to “green” economic growth with improved livelihoods of local people while valuing and conserving the DRC’s renewable and non-renewable natural capital. This position is part of WWF’s Central African team to protect and promote the “Green Heart of Africa”.

Major Functions

The Coordinator will facilitate development, refinement, and implementation of WWF’s strategic approach regarding extractive industry exploitation and exploration within the DRC which includes: assuring integrity of “no go” zones; assisting and facilitating adoption of “good industrial practices” by operators; providing technical support to in-country teams; supporting conformation with local and international laws. A primary responsibility will be coordination with the field as well as with the relevant regional and country managers, within the framework of the Green Heart of Africa (GHOA) strategic plan. This position will be based in Kinshasa with frequent travel to the field to support on-going efforts.

Major Responsibilities:

  • National Coordination: Coordinate refinement and implementation of a WWF DRC strategy on extractive industries, aligned with WWF’s regional green economic development strategy. Support collection of information and assist assessment of opportunities for engagement with key stakeholders.
  • Stakeholder Engagement: Promote, develop and strengthen relationships at senior levels with government, the private sector, the donor community (in particular the World Bank) and national NGOs, related to extractive industrial development in the DRC.
  • Capacity building/support: Support the government of DRC in setting the conditions for sustainable mineral extraction (including and in particular effective legislation). Promote education and awareness raising on best practices to manage negative impacts of oil and mineral extraction within a context of sustainable land use management.
  • Communication: Ensure appropriate information flow between and among key stakeholders, including WWF DRC-based staff, regional extractives focal point, local communities, civil society, key decision-makers in line with strategic plan
  • Regional collaboration : participate actively in relevant regional teams, including Business & Industry and China-Africa, as necessary; sharing information and experiences and coordinating actions; assist in the development of a regional programme and network
  • Monitoring, Fact-finding and reporting: Monitor existing and emerging developments relevant for extractive industry development in DRC ; Facilitate fact-finding missions on the ground, emphasizing engagement of local civil society and report back on this to national and regional management
  • Environmental Impact and Strategic Environmental Assessment. Track, monitor, and follow up with Environmental Impact Assessments (EIA) and Strategic Environmental Assessments (SEA) associated with key projects and where identified as appropriate.
  • Fundraising. Identify opportunities and develop proposals to secure resources/financing for project activities and overall strategy implementation.

Working relations

Internal : Works under supervision of the National Conservation Director , in coordination with the regional B&I coordinator, and in close collaboration with the field staff. Coordination and collaboration with the Africa-Extractives team will also be essential.

External: oil and mining ministries; oil, mining and infrastructure development companies, artisanal miners, conflict mineral initiatives, financial institutions. Donor agencies, In particular the t World Bank, universities, consultants and other national and international NGOs.

Requirements and Qualifications

The Extractives Coordinator should have the following skills and experience:

  • A University degree in the field of conservation, sustainable development, natural resource management, business, or related field.
  • A minimum of 3-5 years’ experience in the extractive industry policy field, the oil or mining sector, and/or environmental lobbying is desired.
  • Strong working knowledge of and sensitivity to the political, social, and legal context within the DRC
  • Understanding of forest and wildlife policy, and natural resource management principles.
  • Excellent people, diplomacy, and conflict resolution skills to handle complex and highly sensitive multi-stakeholder situations.
  • Strong communication skills;
  • Fluency in French and at least a working knowledge of English.
  • Quick thinking; capability of reacting under pressure

Initial contract for 12 months with potential of renewal. Start date immediate.
