South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. Amidst the euphoria of new independence and great hope for the future, the security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.
SCOPE OF WORK:
The Health Coordinator is the focal point for health care programs in South Sudan. The Health Coordinator will ensure the implementation of a quality primary healthcare program in communities in Northern Bahr el Ghazal and Unity States, with the possibility of expansion, in accordance with accepted national and international standards. Currently the IRC supports 30 health facilities in South Sudan and it is anticipated that this number could expand in the coming years. The Health Coordinator will be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs.
The Health Coordinator supervises three health managers, a senior reproductive health manager and a capacity building manager and reports to the Deputy Director of Programs. The position is based in Juba with regular trips to IRC’s primary and reproductive health programs throughout South Sudan.
RESPONSIBILITIES:
- In collaboration with the Health managers, the RH Senior Manager, and the Deputy Director of Programs, oversee the implementation of primary and reproductive health programs and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner.
- Supervise and collaboratewith the capacity building manager towards the targets set with regards to reducing state health actors’ reliance on external actors to continue direct service provision
- Ensure sound data collection and information management systems are in place for analysis and action based on identified needs.
- Provide technical support to the health program from program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with the Grants Unit and Deputy Director of Programs
MANAGEMENT
- Provide supportive supervison to the Health Managers, RH Senior Manager, Capacity Building Manager and other program staff to develop work plans to guide implementation of approved grants. Support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.
- In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff.
- Ensure training and ongoing capacity building opportunities for staff on primary and reproductive healdhcare related and project management skills with a focus on building the capacity of Southern Sudanese health staff.
- Ensure a smooth functioning of health related supply systems through a combination of state and external supply systems
- Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met wile finding a balance between the donor requirements and beneficiary needs.
PROGRAM DEVELOPMENT
- Develop and implement a country sector strategic plan for South Sudan, ensuring that program growth is in line with country strategic plans.
- In coordination with the Deputy Director of Programs, Program staff, Grants Unit and Technial unit guide primary and reproductive healthcare proposal development activities through planning and program design with relevant field-based staff.
REPRESENTATION AND ADVOCACY
- In coordination with the Deputy Director of Programs actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Develop strategic partnerships with local organizations, wherever possible.
- Regularly attend Health cluster meetings and feed in IRC priorities at Juba-level meetings.
- Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC primary and reproductive healthcare programming in South Sudan.
REQUIREMENTS
- Health professional (MD or RN) with an MPH
- Five years experience in coordinating, implementing and managing health programs in developing countries.
- Background in situation analysis, health assessments and program implementation.
- Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
- Demonstrated experience in capacity building and mentoring of national and international staff.
- Knowledge, skills and experience in participatory methods, community development and partnership.
- Demonstrated leadership, communication, and facilitation skills.
- Excellent interpersonal and problem-solving skills.
- Excellent coordination and networking skills.
- Willingness to travel extensively throughout South Sudan
- Excellent written and oral English skills
- Experience in grant management and proposal writing
- Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
