1.1 CHIEF EXECUTIVE OFFICER - RE-ADVERTISED 1.1.1 REPORTS TO
The Permanent Secretary - Ministry of Works for the Agency’s performance in archiving its outputs and meeting its targets.
1.1.2 NATURE AND SCOPE OF THE POSITION
The Chief Executive Officer is the most senior executive of the agency and is responsible for providing it with leadership, standards and managerial direction. The work output of this job is reflected in the extent to which the Agency is spelled out in the Performance Agreements, the type and quality of the operating strategies the agency pursues and the caliber of plans and programmes of the Agency.
1.1.3 POSITION RELATIONSHIPS
Directly supervises the Director for Consultancy Services, the Director of Real Estate Management, Regional Buildings Managers, Internal Auditor, Legal Secretary and Director for Business Support
Maintain liaison with Heads of Institutions whose activities have an impact on the building sector, professional and trade organisations in the building sector
1.1.4 MAIN DUTIES AND RESPONSIBILITIES
• Performs the functions and duties vested in him/her under terms of the Executive Agencies Act No. 30 of 1997.
• Ensure the delivery of the required services to customers on time
• Manage the Agency’s Employees on matters pertaining to discipline, control and development in accordance with Agency’s Personnel Regulations
• Secretary to the TBA Ministerial Advisory Board (MAB)
• Supervises financial and monitor financial operations of the Agency
• Mobilises resources for TBA Projects
• Proposing strategies that will enable the Agency to meet its Ministry’s policies, objectives and targets
• Ensure the implementation of Training Plan including the attendance of staff to various seminars, workshop and so on
• Manage the construction of Government Houses and buildings
• Supervises Performance Agreements between the staff and TBA
• Review reports on Performance of the Tanzania Building Agency and
• Through the Permanent Secretary of the Ministry of Works, advises the Government on policy and legal matters that have an impact on the buildings sector.

1.1.5 QUALIFICATIONS AND EXPERIENCE
• Bachelors Degree in either Civil Engineering, Architecture or Quantity Surveying
• Masters Degree in either Civil Engineering, Architecture or Quantity Surveying will be an added advantage
• Must be registered with relevant Professional Registration Board
• Work experience of not less than ten (10) years in the building sector of which at least five (5) years in senior management level
• Must possess proven managerial and leadership capabilities, strong interpersonal skills, and above all a clear vision of the country’s Building Sector.
• Computer literacy is essential.

There is no specific risk or working environment

Not below 35 years of age

The successful candidate will be offered attractive remuneration package commensurate with the Agency’s remuneration schemes: TGS N.

ix. Presentation of forged academic certificates and other information in the CV will necessitate to legal action
x. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.
