Title: Senior Technical Advisor- Pharmaceutical Systems and Services Reports to: Country Project Director Location: Luanda, Angola Period of Performance: January 1st 2012–June 30th, 2012 Level of Effort:

OVERALL RESPONSIBILITIES

The Senior Technical Advisor (STA) is responsible for implementing in-country activities in the approved SIAPS workplan under the guidance and leadership of the Country Project Director (CPD), providing technical assistance to apply MSH tools and training materials, coordinating study protocol, assessments and data collection activities. S/he provides technical assistance (TA) to the MOH to develop and implement strategies to establish a functional regulatory framework, tailored to the local context. S/he will work closely work with the MOH National Directorate of Medicines and Equipment (Direcção Nacional de Medicamentos e Equipamentos–DNME) Section for Product Registration and National Drug Quality Control Laboratory (Laboratório Nacional de Controle de Qualidade de Drogas– LNCQ) to establish an up-to-date medicines policy, legislation, and regulations needed to ensure the safety, efficacy, and quality of medicines. The work includes but is not limited to providing TA to the MOH DNME,National Essential Medicines Program (Programa Nacional de Medicamentos Essenciais–PNME), National Malaria Control Program (Programa Nacional de Controlo da Malaria–PNCM), National HIV/AIDS Control Program (Instituto Nacional de Luta Contra o Sida-INLS), National Reproductive Health/Family Planning (RH/FP) Program, National TB program (NTP), among others. The STA is responsible for organizing and conducting workshops and training courses, and ensuring that the SIAPS Angola program is responsive to the MOH needs. Under the guidance of the CPD, the STA works closely with MOH counterparts at the national, regional, district and facility levels; with other USG and non-USG partners; as well as with the USG technical staff. The STA provides assistance in planning, implementing, coordinating, and monitoring project activities.

SPECIFIC RESPONSIBILITIES:

  1. Provide TA support to the DNME to create and implement a plan for the development and update of required laws, regulations, and policies to support the regulatory system.
  2. Provide TA support to define an appropriate organizational structure and duties, roles and responsibilities of relevant staff of departments involved in medicines regulatory and quality control activities; create terms of reference for medicines regulatory system task forces as needed.
  3. Provide TA support to the DNME to develop an action plan to establish an effective and sustainable regulatory structure.
  4. Provide TA support to the DNME to plan and implement the consensus-building process through strategic planning meetings to help MOH reach agreement with stakeholders on the implementation strategies, intervention priorities, and implementation timelines for the action plan.
  5. Provide necessary TA support to DNME to review, publish, disseminate and institutionalize a comprehensive National Medicines Policy that covers public and private sectors and address all aspects of pharmaceutical affairs.
  6. Ensure documentation of every planning and strategic meeting, including workshops, to help develop the MOPH’s institutional memory.
  7. Together with the CPD, identify needs for capacity building and training in pharmaceutical systems and services, and develop and implement short and long term strategies for system strengthening, in collaborate with key national directorates and programs in the public health sector (DNME, PNME, PNCM, RH/FP, TB) and other SIAPS staff to identify training needs at national and peripheral levels of the pharmaceutical system.
  8. Work closely with the CPD to provide on-the-ground technical support for implementation and coordination of SIAPS medicines regulatory and use-related in-country activities and foster collaboration with all SPS partners in the public and private sectors.
  9. Provide TA as needed in pharmaceutical management at central, regional and district levels. This includes strengthening capacity of MOH counterparts to do the aforementioned tasks and to integrate pharmaceutical management activities into their annual workplans and budgets.
  10. Collaborate with other SIAPS staff in developing, adapting or revising training materials, tools, guidelines, SOPs, job aids, newsletters, reports and training curricula for the management and appropriate use of medicines for all health providers and other stakeholder

  11. Provide TA support to the above-mentioned MOH programs on Pharmacovigilance and rational use of medicines, and any other identified interventions.

  12. Coordinate with local counterparts, partners or organizations to plan and implement capacity-building and support supervisory activities with staff from the MOH and partners organizations in designated focus areas, to promote medicines regulation, quality, safety and use of medicines

  13. Work closely with the CPD to develop and implement the SIAPS work plan and technical activities in Angola

  14. Maintain regular communications with the CPD and other senior staff to ensure that all technical assistance needs for the different MOH institutions are adequately mobilized and addressed.

  15. Liaise and coordinate as needed with SPS (and MSH/CPM), public authorities, international donor organizations, NGOs, private companies and other appropriate organizations in Angolan pharmaceutical management issues, identifying additional opportunities for collaboration.

  16. Work with the MOH and the private sector (pharmacists’ organizations and wholesalers) to improve the drug quality, safety and use practices in the private sector; through sensitizing and training private pharmacists and their counter-attendants on rational medicines use and other appropriate interventions.

  17. Monitor and document progress of activities toward achieving results of approved SIAPS workplan activities, by taking baseline and periodic measurements of indicators of drug regulation, quality and use.

  18. Participate in the development of regular program reports assigned by the CPD or any other ad hoc reports or updates on progress of activities, as required or requested by USAID.

  19. Make regular presentations of results and progress to stakeholders. Participate and make representations on relevant program work in technical meetings as needed.

  20. Contribute to budget monitoring of country program activities, as required.

  21. Facilitate work of external consultants as required.

  22. Perform any other tasks or duties assigned by the CPD

QUALIFICATIONS

  1. Degree in a health related field including medicine, pharmacy, public health, health management or other related discipline.
  2. Experience working in and providing technical assistance in a range of pharmaceutical management areas, especially medicines policy and regulatory affairs, quality assurance, use. A thorough understanding of Angola health system, including public and private pharmaceutical sectors, is essential.
  3. Established strong relationships with public health officials at all levels of the health system in Angola, as well as resident work experience in Angola.
  4. Experience in planning and facilitating training, and ability to coordinate the activities between SIAPS and MOH DNME.
  5. Experience working with USAID-funded programs desirable.
  6. Proficiency in written and spoken English, Portuguese and/or Spanish.
  7. Proven ability to work as part of a team.
  8. Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  9. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
  10. Ability, willingness and flexibility to travel, depending on changing priorities and deadlines.
  11. Availability to and also possibly within the region as needed.

Note: There are no international relocation allowances available for this position.
