Scope of Work The Senior Logistics Coordinator (SLC) provides technical guidance, performance and compliance monitoring and supervisors in the implementation of new initiatives in the areas of logistics.
The SLC will assist the field staff and management to consistently implement the highest quality logistics services by providing technical guidance, IRC policy and donor compliance training, regularly monitoring field site activities and performance indicators and by assisting Provincial Directors in planning future operations needs and minimizing operational risks. The SLC will also act in a project management role for implementation of new logistics systems in consultation with the Logistics Director in New York and initiatives ensuring full support, resource materials and training to provincial level staff as required, and will work closely with provincial teams to develop and implement required corrective action plans arising from audits or other evaluations. The position requires regular travel to field locations and may require short-term deployments to cover absences/gaps in provincial offices.
The SLC reports directly to the DRC Director of Operations and will work closely with the Provincial Directors, provincial operations staff and other DRC HQ staff, and senior IRC New York staff.
Responsibilities:
General 1. Develop/maintain in-depth knowledge of donor regulations for IRC DRC grants and contracts related to procurement, assets and all other areas of operations; specifically World Bank, DFID and USG. 2. Review and provide feedback to each province and the Director of Operations on the DRC Monthly Provincial Logistics Management Report; including identifying and investigating any areas of non-compliance or areas of concern. 3. Develop and/or maintain DRC logistics orientation and training materials and coordinate with other DRC HQ staff to ensure integrated and comprehensive logistics packages. 4. Develop and implement an annual field site monitoring plan; including at least one visit to each site on a bi annual basis to verify compliance, appropriateness of logistics structure and staffing and efficiency of operations. Provide recommendations for minimizing risk and assist in the implementation performance improvement. Will conduct spot / cyclic inventory and drug supply audits /counts. Will ensure that stock cards are up to date and used effectively 5. Assist in facilitating audits, development and implementation of corrective action plans 6. Lead on implementation of new systems and initiatives as assigned by the Director of Operations
Logistics 1. Provide in-depth orientation to new Logistics Coordinators, and senior management staff as required. 2. Work with and provides training to provincial staff on IRC and donor policy, compliance and implementation and effective use of the IRC logistics system to manage and report on logistics activities. 3. In collaboration with health staff ensures appropriate systems are consistently implemented and maintained across the DRC to manage drug procurement, inventories storage and distributions. Ensures Drug inventory is managed in accordance with IRC policy 4. Monitor preparation, review and provide training on grant procurement plans and related spending plans; supporting field logistics and program staff to improve quality and timeliness of plans.
5. Review major procurement (over $100,000), ensuring donor and IRC compliance and completeness of documentation prior to signature by the Director of Operations, Regional Director or NY HQ. 6. Work with provincial offices to develop and implement minimum standards for vehicle maintenance, selection of authorized garages and/or quality control on in-house mechanics, effective planning and deployment of vehicles. 7. Assist in planning and undertaking of annual and periodic inventory and asset counts; monitor completion of regular inventory spot-checks and trends in results. 8. Compile semi-annual reports on assets and inventories for insurance coverage purposes and support provincial offices in filing insurance claims for losses or accidents. 9. Develop in consultation with provincial offices, a formal asset allocation, maintenance and replacement plan for IRC DRC. 10. Plan and organize bi annual logistics workshop in order to raise national staff awareness and understanding on IRC logistics systems.
