SCOPE The Operations Coordinator is responsible for overseeing all operational support departments (Logistics, Administration and HR) for the IRC Somalia Program to ensure effective and efficient support services to IRC’s programs. The current program portfolio in Somalia includes Water and Sanitation and Livelihoods and for FY 2012 the annual budget will be close to $3.5M. The Operations Coordinator will work closely with the Deputy Director of Operations for the Kenya Program as well as and Somalia team program managers to ensure effective communication and cooperation. The Somalia Program has one field site with 17 staff members, located in Galkayco, Somalia. The Operations Coordinator will be based in Nairobi Kenya but will require 50% travel to Galkayco pending security clearance. This position reports to the Country Director and will supervise the Logistics Officer and Human Resources Officer both based in Nairobi.
RESPONSIBILITIES Operations management • Directly supervise and coordinate the officers of the support departments (Logistics, Admin. and HR). • In coordination with the Field Manager ensure that the field office operates in accordance with IRC’s Finance, HR, Admin, Logistics, Safety and Security policies and procedures. • In coordination with the IRC Kenya DDO, oversee the collaboration of the IRC Kenya support department and Somalia support staff to ensure a results-oriented approach. • Promote staff development through trainings, staff exchanges and innovative learning opportunities within and outside the organization. • Develop and implement a system of monitoring within operations to ensure compliance with IRC guidelines.
Representation
• Establish a good rapport with local administrative, labor, customs, immigration, and other officials to ensure that IRC projects conform to local laws and customs and to minimize bureaucratic restraints on project implementation. • Establish and maintain good rapport with other NGO’s and other humanitarian actors.
Security
• Develop and update written security procedures and protocols. • Liaise with UN (BINUCA) and international agencies on security matters when required • Design/conduct training based upon security “best procedures” for staff
REQUIREMENTS • Masters degree required (management-related or general operations preferred); • Minimum of 5 years experience managing operations and/or projects in developing countries, preferably in Africa; • Demonstrated ability to manage field staff and remote satellite offices; • Experience in logistics, finance and administration and general coordination • Strong computer skills; • Flexibility, ability to work independently and meet deadlines • Fluency in Somali (written and spoken) a distinct advantage
Specific Security Situation/Housing: The IRC will provide the Operations Coordinator with shared housing, this is a two year unaccompanied posting.
