Duties and Responsibilities
This position is for a future antiticpated United Nations mission in South Sudan and the position would be based in Juba, South Sudan for a minimum period of 11 months.
As part of the CPA, the Government of Southern Sudan was given the right to establish its own security sector institutions. As the end of the CPA period approaches, the GoSS has emphasized that the establishment of the rule of law is essential for the consolidation of peace, security and development. Government-wide priorities, including for the security sector, have already been set out. Whereas many institutions, governance and oversight mechanisms, and legal instruments have been set up, key components of the national security architecture have not been put in place. There is also a critical shortcoming in capacity that is impeding the effective functioning of these institutions. A comprehensive security sector development process is required.
The UN Mission in South Sudan should be able to combine political engagement with practical advice and technical support aimed at developing an effective, democratic and accountable security sector architecture. The Mission should also be able to contribute to the strategic dimension of SSR which remains a highly political process. Finally, the Mission should play a key role in the area of institutional transformation of security sector actors, notably the SPLA, on issues related to policy development. To this end, a senior adviser to the SRSG dedicated to SSR is required.
The Senior SSR Adviser should be able to:
- Assist the SRSG in developing, formulating and promoting mission strategy, policy and proposals with respect to support of national SSR efforts;
Provide advice to the SRSG, the Chief of the Justice and Security Institutions Support Office and the Chief of the SSR Team on the development of effective, inclusive and accountable security institutions, and the establishment and strengthening of the GoSS security policy, strategy and structures at the central and local levels, with a particular focus on:
- Mission support to a comprehensive review of the security sector; 2.Mission support to the drafting of a national security policy; 3.Mission support to the development of the National Security Council and state security committees; 4.Mission support to the improvement of oversight and accountability mechanisms; and 5.The monitoring of progress in the reform of the security sector.
Seek to find relevant solutions to meet host country SSR requirements, improve on existing frameworks, and offer new options meet host country needs;
- Advise Mission management on SSR policy and on the strategic planning, design, implementation, review and evaluation of SSR plans and programmes, and assist in determining priorities and allocating resources; and
- Serve as the Mission’s focal point on the development and reform of the security sector and as the Mission’s senior working-level representative for government officials, bilateral and multilateral partners and other entities in this area, and serving on relevant committees as required.

Leadership – Demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into substantive work; commitment to the goal of achieving gender balance in staffing.
Judgment/Decision-making - Demonstrated sound judgment in applying technical expertise to resolve a range of issues and problems; ability to proactively seek and recommend sound policy initiatives.
Qualifications
Experience - At least 10 years of progressively responsible experience in governance, institutional development, leadership, programme/project management and evaluation, or a related area. S/he should also have previous field experience in the development and implementation of SSR programmes/projects, in a country undertaking such reform.
Education - Advanced university degree (Master’s degree or equivalent) in economics, public policy, defence and security studies, management studies, political sciences, or equivalent. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Languages - nglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second official UN language is desirable.
