General functions
Under the overall guidance of the Regional Resource Management Officer and the direct supervision of the Finance Officer, the incumbent will be responsible for providing technical assistance to the EU Elections Programme Unit (EPU) in Brussels in the financial management of Electoral Observation projects mainly funded by EC.
In close cooperation with all IOM financial services and administrative centres the incumbent will be in charge to fulfil the following duties and responsibilities:
1. Provide technical assistance to EPU on budget preparation, monitoring and review of financial reports as well as on any contractual, administrative and compliance matters for projects funded by the European Union institutions and other bodies;
2. Provide technical assistance to ensure that the financial and administrative IOM rules and procedures are applied consistently and that proper internal controls and sound management of resources are in place. Review EPU projects documents for compliance with the Organisation’s as well as donors’ financial rules and regulations;
3. Monitor and report regularly on the financial situation of the EPU projects and provide required information in a timely manner, checking budget versus actual financial data in relation to the implementation of the projects’ operational activities;
4. Assist in developing project structures in PRISM and set up projects monitoring and administrative procedures vis-à-vis management and reporting;
5. Ensure that projects’ financial transactions are correctly and timely entered into the IOM accounting system;
6. Check payment requests and ensure relevant and timely payments to providers and partners, taking into consideration final reporting requirements;
7. Ensure that offices follow the proper and systematic filing of all validated vouchers and other accounting documents according to established standards as requirements adapt to donors;
8. Prepare billing for projects as required and follow up on collection of funds;
9. Assist in the preparation of external financial reports for the projects according to donor relevant requirements, in coordination with involved field missions as applicable;
10. Assist in the response to auditors in the review of projects implemented by EPU’s projects;
11. Review payroll projectization for EPU Unit and ensure that salaries are correctly allocated to projects;
12. Perform periodical verification of accounting processes, and feed supervisors back with recommendations to enhance quality of IOM projects budget and financial reporting to the donors;
13. Participate in the organization of training activities for finance staff in Brussels and other offices whenever required;
14. Participate in internal and external meetings as required;
15. Undertake duty travels as and when required;
16. Perform other related duties as may be required.
Desirable Qualifications:
Education and Experience: a) Completion of secondary school and post-secondary degree in Accounting, Commerce, Business Administration or a related discipline. Bachelor / University degree in related fields or professional certification such as a ACCA or ACMA would be a distinct advantage b) Several years experience in accounting, financial reporting and budget tracking c) Knowledge of EC financial rules and procedures is an asset. d) Experience in liaison with national, regional and international institutions. Experience in financial reporting of EU Election Observation Missions is an asset.
Competencies: e) Ability to review a variety of data, identify and adjust data discrepancies. Identify and resolve operational problems f) Excellent written and oral communication skills g) Proven capacity to handle and prioritize work in an efficient and timely manner h) Proven track record to work independently and good planning and organizational skills i) A high level of computer literacy, in particular in computerized accounting systems. Knowledge of SAP is an asset j) Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking k) Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages: l) Very good command of English and French.
