IFC is seeking an experienced Communications Consultant to lead the implementation of a regional communications and media relations strategy for the Conflict Affected States in Africa (CASA) Program. overall development and execution of a communications strategy for the CASA Program.
The Consultant will be responsible for all communications and media relations activities in sub-Saharan Africa for a variety of CASA programs. CASA is a multi-donor, rapid response approach combined with long-term presence to improve the business environment, strengthen SMEs, rebuild financial markets and expand private participation in infrastructure. Fragile and Conflict Affected Countries (FCS) require a different approach where program implementation must be adapted to difficult and complex circumstances including widespread destruction of physical, social and financial infrastructure; a lack of capacity in both the government and private sector exacerbated by high levels of corruptions and mistrust between the two potential partners; insecurity, high levels of informality, the aftermath of a war economy with many other short-term distorting interventions.
This appointment requires an excellent track record in communications and media relations, outstanding writing and editing skills as well as the ability to rapidly gain knowledge about fragile and conflict affected countries, to function in a fast-paced high-performance environment, to manage multiple tasks, and to deliver under tight deadlines with very short notice. The ideal candidate will be able to work with minimal supervision and is expected to demonstrate autonomy and initiative.
The Consultant will be based in Africa and report to the CASA Program Manager based in Johannesburg. The position reports jointly to the program manager and the regional head of communications to ensure the strategy meets all program needs and is well integrated with regional and corporate communications priorities.
B. Scope of Work
The Consultant’s main areas of responsibilities will include:
• Leading in the overall development and execution of a communications strategy for the CASA Program including the planning, design, and especially, the implementation of communications and media relations campaigns targeting various key stakeholders including program donor partners, the media, government, academia and other parts of civil society.
• Promoting effective internal and external communications on CASA program activities to IFC staff and funding partners including client governments and the donor community through the development of an effective CASA Program webpage and CASA Program Newsletter.
• Developing country-specific communication strategies for each of the CASA countries.
• Writing, producing and disseminating original material and/or updating existing content for print, audio-visual and electronic outlets (brochures, press releases, marketing and promotional materials, websites, video and audio programs, etc) and ensuring the consistency of messages throughout program’s communications activities in line with IFC’s global standards.
• Supervising the translation of communications tools and materials into French.
C. Deliverables / Specific Outputs Expected from Consultant
The Consultant’s key deliverables will include:
• CASA Program Webpage
• CASA Program Quarterly Newsletter
• Communications Strategies and work plans for each CASA country
• Brochures, press releases, marketing and promotional materials, websites, video and audio programs, and other communications materials as necessary.
D. Specific Inputs to be provided by the Client:
The Consultant will also be provided with the relevant background materials on the CASA Program including: IFC PEP Africa and CASA strategy documents, program approval documents and donor reports and existing communications and promotional materials as well as overall IFC communication guidelines.
Qualifications
• At least 5 years professional experience in a public relations or communications role including other relevant experience.
• Relevant academic qualifications at post-graduate level.
• Proven track record of delivering high-quality output in a timely fashion.
• Excellent writing and editing skills, which will be verified during the application process.
• Experience in working in sub-Saharan Africa.
• A well-developed network of media contacts in Sub-Saharan Africa.
• Fluency in English and preferably French.
• Experience in the area of conflict-affected countries and/or donor relations is a plus.
